Voices of the City: Deciphering the Role of Technology in Transforming Public Participation within the Gauteng City Region

Abstract

The advent of digital technologies has introduced new dynamics into the participatory landscape, offering novel avenues for political engagement and mobilisation. This study investigates the role of technology in shaping public participation within the Gauteng City Region, aiming to complement the traditionally qualitative domain of urban planning with robust empirical evidence. Anchored by a conceptual framework that foregrounds the interplay between digital access, socio-political attitudes, and spatial governance, the research positions public participation as contingent on both technological and contextual variables. Adopting a quantitative approach, the study draws on data from the Gauteng City-Region Observatory's Quality of Life Survey 2023–2024 (Round 7). Linear regression models are employed to examine the relationship between access to information technologies and levels of public participation, with socio-economic status, government satisfaction, and municipal location modelled as moderating variables. The analysis reveals a statistically significant yet modest positive association between digital access and participation. However, this relationship is not uniform; interaction effects differ across municipalities, underscoring the importance of localised governance contexts. Higher levels of government satisfaction are consistently associated with greater participation, suggesting the pivotal role of institutional trust. Conversely, socio-economic status is negatively correlated with participation, indicating greater engagement among those with fewer economic resources. These findings reinforce the need for targeted strategies that account for both socio- economic and spatial disparities. The study urges policymakers to invest in inclusive digital infrastructure, strengthen institutional legitimacy, and support context-specific participatory frameworks. For practitioners, the findings underscore the value of designing participatory processes that respond to the varied conditions of urban communities. By integrating empirical analysis with a theoretically grounded framework, this study offers new insights into the dynamics of digital inclusion and public participation, contributing to broader debates on equitable urban governance in the digital age.
