Item 2019 Annual Report(CLEAR-AA, 2020-05) CLEAR-AAWe work to improve the way M&E is done. We help strengthen the ability to plan, report on what is being achieved and assess results. This is known as evaluation capacity development. We work with policy makers, parliamentarians, academia and M&E networks and practitioners. CLEAR-AA is one of six regional centres housed in academic institutions across the globe. Using open dialogue techniques, delegates delegates able to reflect on the African Monitoring and Evaluation Systems case studies, analyse M&E within their own country in terms of what was working well, and identify potential areas for learning and improvement. The workshop was attended by senior monitoring and evaluation officials from seven African case countries, as well as by experts from Colombia, Malaysia, theWorld Bank, the African Development Bank (AfDB), the African Evaluation Association (AfrEA) and the German Development Cooperation (GIZ). The workshop was facilitated by professional process consultants (Indigenous Peoples Knowledge).Item Annual Report 2021(CLEAR-AA, 2022-05-30) CLEAR-AAItem Building National Evaluation Systems: the Role of Development Partners(CLEAR-AA, 2022-06-04) Morkel, CandiceThere has been significant growth in the efforts to establish M&E systems and functions in governments, particularly in the Global South. Countries, such as South Africa, Tanzania and Uganda (amongst others), have built M&E systems to assess various strategies and national development plans (CLEAR-AA 2013). One of the reasons for this is the pressure on governments to implement their Sustainable Development Goals (SDGs), and report on their performance in the periodic Voluntary National Reviews (VNRs) presented by Heads of State to the High-Level Political Forum at the annual United Nations General Assembly (United Nations c. 2020). One of the effects of the growth in M&E systems is a shift from accounting for budget expenditure to a focus on the achievement of development results, which is a welcome development. It further outlines lessons and recommendations to guide practitioners in implementing successful digital transformation initiatives in African Parliaments. The African POT is an online research management tool that emanates from CLEAR-AA’s commitment to support and improve evidence generation and use that furthers better decision making. The African POT is a digital intervention project that undertakes digital transformation in evidence generation, use and culture in African Parliaments. This happens through a mobile application that integrates the evidence process, from the demand side by the MP. Evidence is then synthetized by parliamentary researchers to facilitate MPs use of evidence This platform digitalises some of the existing processes, but in the long term is designed to bring about organizational, cultural and process changes that allow for a culture of evidence-based decision making to flourish. The key issues of consideration in piloting the African POT involved data governance, security and vulnerability, implementation challenges related to staff capacity, technical language and the type of commitments required from practitioners and parliaments in implementing the tool.Item The effect of Public procurement on the functioning of a National Evaluation Systems: The case of South Africa(International Journal of Social Sciences and Humanity Studies, 2020-01) Dr. Kithatu-Kiwekete, Angelita; Dr. Phillips, SeanThe practice of evaluation is gaining importance across governments in Africa. Country-driven evaluation should enhance the government’s capacity for accountability, knowledge management, performance, as well as improved decision making. Countries that have implemented national evaluation systems include Benin, Uganda, and South Africa. Emerging research tends to focus on methodologies or sector-specific aspects of evaluation. This article examines the specific challenge of public procurement for conducting evaluations as knowledge-based services. The article is based on a baseline study. The methodology for the study involved a literature review; in-depth interviews; focus groups with government officials, evaluation suppliers, trainers, and non-governmental organisations (NGOs); a root-cause analysis workshop; and an online survey with both clients and suppliers. The findings are that the quality of government procurement and supply chain management is a major factor that affects the supply of evaluators. COVID-19 has also brought drastic changes in how organizations operate due to travel restrictions, quarantine, and social distancing orders from governments who are desperate to slow the spread of the virus and lessen its impact.Item Is Programme Evaluation the same as Social Impact Measurement?(Journal of Social Entrepreneurship, 2020-01-08) Tsotsotso, KhotsoThis study provides an analysis of the practical and theoretical differences in Social Impact Measurements (SIM)–as defined and is core to Impact Investing–and Programme Evaluation (PE) used in Monitoring and Evaluation (M&E). The study is the result of an inspiring effort to converge experiences of both Impact Investment practitioners and investment managers, with those of Programme Evaluators and M&E specialists. A meeting during the AEA’s (American Evaluation Association) ImpaCon conference in Atlanta in 2017. The effort was to facilitate co-learning in order to improve and grow the Impact Investing industry. The study analyses qualitative survey responses from a purposively selected panel of experts including: experienced SIM practitioners and scholars,impact investment managers, programme evaluators and evaluation scholars. Responses are deductively analysed to provide thematic reactions to the research questions. Legislative authority comprises of the national parliament (the National Assembly and the Senate) and County Assemblies for the county level of government. Public participation is a core pillar and principle of governance under the Kenya Constitution. Public participation is defined by the National Assembly as, “the process of interaction between an organisation and the public with the aim of making an acceptable and better decision”(The Clerk of the National Assembly, 2017). Public participation in the governance process is guided by various provisions of the Constitution and numerous statutes including the Public Finance and Management Act1, The County governments Act2, The Access to Information Act3 and the Public Procurement and Assets Disposal Act4.
