Abstract
The advent of democracy in South Africa brought with its transformative mechanisms aimed at making the public service more responsive and accountable. One such mechanism was introducing a Monitoring and Evaluation (M&E) system to promote evidence-based decision- making and responsive, efficient, and accountable public service. The adoption of the Policy Framework for the Government-Wide Monitoring and Evaluation System marked the first step in embedding M&E within the public sector. The effectiveness of an M&E system relies on the functionality of twelve key components; Structure and organisational alignment for M&E system, human capacity for M&E, M&E partnerships, work plans and budgeting, advocacy, and cultivating a culture for M&E, routine monitoring, periodic surveys, M&E database, Supportive supervision and data auditing, evaluation and research and using information to improve results. The Road Agency Limpopo (RAL), which has made limited progress in paving provincial roads, with 66% of roads still unpaved faces challenges in integrating M&E into decision-making processes regarding road infrastructure maintenance and upgrades. This study aimed to assess the role of M&E in decision-making within RAL. The study outlines the problem, identifies the knowledge gap, and conceptual frameworks to guide the interpretation of research findings. A qualitative research strategy was employed, using interviews and document analysis to gather data on the role of M&E within the agency. The study identified several gaps within RAL's M&E system, including the absence of evaluation practices, lack of a clear framework or plan, an unclear M&E policy, inadequate M&E advocacy, limited capacity, a disintegrated M&E system, and the absence of an automated system for data collection, verification, and storage. The study offers several recommendations, such as incorporating M&E into the Performance Management System, making it a key performance area for senior officials in their Performance Agreements, budgeting for and conducting evaluations through external service providers, developing a comprehensive M&E plan with measurable indicators, revising and enhancing the M&E policy, and leveraging information technology to improve data collection, verification, and storage.
