Abstract
This is a case study which investigated challenges in the implementation of the
performance management system, within the Commission for the Promotion and
Protection of the Rights of Cultural, Religious and Linguistic Communities (CRL
Rights Commission). The study sought to identify challenges and impediments
experienced in the implementation of performance management system at CRL
Rights Commission. Face to face interviews were conducted with both middle and
senior managers in the organization. They were selected because they are directly
involved with the implementation of performance management system at CRL Rights
Commission.
Performance management has been one of the most contested systems of
management. This system is meant to better results in both the private and public
sectors. At the same time, both sectors are faced with the challenge of focusing
their operations towards increasing productivity and improving accountability in the
services rendered to the clients. Thus, effective implementation of a performance
management system is critical.
The findings of the research identified several impediments to the effective
implementation of performance management system: lack of leadership
commitment and support, insufficient funds for the implementation of performance
management system, lack of staff consultation in performance management system,
shortage of manpower, assessing and incentivizing staff, competencies of staff in
performance management, lack of disseminating performance management
information, staff experiences in performance management and the practice of
bureaucratic system within the organization. The study indicates that organizational
culture and attitude change are critical for effective implementation of a performance
management system.
