Abstract
The study conducted by (S. Y. Paul & Boden, 2011) uncovered that late payments by governments and large corporations significantly undermine their sustainability. In the United Kingdom, delayed payments contribute to the insolvency of approximately 50,000 small businesses annually, with an average loss of £22,000 per business due to late payments. Similarly, in Australia, over 20% of SMME’s are at risk of insolvency under new payment laws, exacerbating cash flow challenges. Small, Medium, and Micro Enterprises (SMMEs) play an important role in the economy’s growth and promote grassroots entrepreneurial activities in South Africa. However, SMMEs encounter myriad of challenges which affect their effectiveness. Such challenges include cash flow, poor financial management, and late payments. This study aims to examine the impact of late payments by the Gauteng Provincial Government on SMMEs. This mixed methods study recruited 150 participants, representing SMME’s in Gauteng. Data were collected using qualitative and quantitative instruments. The study employed statistical analysis to investigate the extent of payment delays experienced by the participants. The study examined the effects on their financial health, operational capacities, and viability. The study’s findings have significant implications for both policymakers in formulating targeted strategies, including enhanced invoice tracking systems, stronger enforcement of payment deadlines, and the establishment of assistance mechanisms, such as bridging finance facilities, for impacted SMMEs. and business owners to improve the effectiveness of SMMEs.
