dc.description.abstractThe restructuring of vertically integrated power utilities through unbundling has been widely proposed as a strategy to enhance operational efficiency and performance in the energy sector. This study investigates the impact of Restructuring and Unbundling at Eskom South Africa. The primary objective was to assess whether unbundling establishes clear performance incentives and improves efficiency across the ESI value-chain. A qualitative research approach was employed, utilizing semi-structured interviews with utility stakeholders and document analysis of operational and annual reports from Eskom. The findings indicate that unbundling can enhance efficiency by clarifying roles, incentivizing performance, and market entry liberalisation particularly in Generation, where competition can drive improvements. The study concludes that while unbundling offers potential for value chain optimization, financial transparency and introduction of competition that is intended to drive efficiency and reduce tariff, its success depends on robust governance, tailored implementation strategies addressing the socio-economic factors and regulatory framework. These findings contribute to the discourse on unbundling vertically integrated power utilities in developing nations by highlighting the need for context-specific approaches to maximize efficiency while addressing coordination and equity concerns. This research provides a foundation for future studies to explore long-term impacts and quantitative measures of efficiency in unbundled utilities.
