Abstract

This study explores the effectiveness of the Expanded Public Works Programme (EPWP) in addressing skills deficits within South Africa’s construction industry, focusing on a case study of a company that completed an EPWP-funded road construction project. Through qualitative analysis, including interviews and document reviews, the research assesses the quality and relevance of EPWP training, identifies challenges encountered, and gathers stakeholder perspectives. Findings indicate that while the EPWP facilitates the acquisition of valuable skills and contributes to the industry’s skills pool, its impact is constrained by inconsistent mentorship, short-term project structures, and a primary focus on immediate labour demands. The study concludes that prioritizing quality over quantity in training, enhancing participant selection, and ensuring continuous skills development are essential for maximizing the EPWP’s contribution to workforce development and economic advancement.
