    PUBLIC BUDGETING

    Public budgeting is an area in which the zeal for economic development has been particularly marked. The issue that is addressed in this study concerns the budget's possibilities when it comes to operating as an effective instrument of development and poverty reduction in Eritrea. The central question in the dissertation revolves around the problem of how budget techniques and methods of resource allocation should be designed in such a way as to promote economic growth to alleviate poverty. Moreover, the budget should generate confidence between the participants in the budget process. Since it is assumed that a budget must build on grounds of fact in order to function as an effective instrument in the reconstruction and rehabilitation process, particular attention is paid to the nature of the budgetary dialogue. The empirical material for the dissertation consists of public budgeting development, i.e. the allocation of resources according to population base. Population-based models of resource allocation have been introduced in the country for the development of local services. The intention underlying here is that the country as whole should enjoy conditions that are possible to fulfill the residents' needs for local services. In the study the experience of population-based budgeting is examined. The results show that the acceptance of the population-based resource allocation system can be described, albeit some variations are there, as good. The study also shows that the incentives for behaving in an economically rational way in Eritrea have been strengthened, particularly as a result of greatly heightened budget discipline. As regards the political effects of the budget reform, the dissertation provides a somewhat more complex picture. The public budgeting in Eritrea can be described as a success in political terms, in that it has given the politicians more control over the scope of the budget

    INCORPORATING GOOD GOVERNANCE IN

    CPA’s and LED have been used as a means of alleviating poverty in most countries and South Africa is no exception. However, in order for the CPAs and or LED to function properly incorporating good governance in these government initiatives is key long term sustainability. The study begins by exploring global trends on LED, thereafter looks at LED initiatives and strategy of the country. The study then concentrates in Mpumalanga Province and thereafter looks at Dwaleni Community where the focus for this study is. The aim of the study is to explore successes and challenges of the current CPA and LED in South Africa and how to incorporate good governance as a means of accelerating poverty alleviation. Based on the literature review, interviews, data collection and analysis, the researcher found some challenges. The researcher also highlighted that the study could be of benefit to Policy Makers, Government Department Official, Community and other interested stakeholders who have interests in promoting Public & Economic Development. The findings from this research could be useful in forming the basis for further research

    THE APPLICATION OF INFORMATION AND COMMUNICATION

    The research seeks to understand how small medium and micro enterprises in the Vhembe District use information and communication technology (ICT) in local economic development (LED). The study was conducted against the background of national policy debates about the potential of ICT to promote local economic development which tends to focus more on evaluating government sponsored initiatives than on the actual impact of ICT in local economies. The findings indicate that different SMMEs are introducing ICT in their businesses with varying levels of awareness, access, uses, benefits and contribution to LED. The level of awareness, access, use, benefits and the experience of SMMEs in the contribution of ICT in local economic development can be understood in terms of the different sizes, sectoral dynamics, level of sophistication and location theory. The findings also indicate that some of the SMMEs have experienced LED in the form of new jobs being created with the introduction of new technologies. Furthermore, it emerges from the experience of some of the SMMEs that the use of ICT results in economic growth (increases revenue) which enable SMMEs to contribute to the development of local infrastructure and the payment/purchase of local services and goods. In other words, the findings suggest that the introduction of new technologies directly leads to LED, while the use of the technologies results in economic growth, which enable the SMMEs to further contribute to local economic development. Although other SMMEs have not yet effectively introduced ICT, they believe that from the experience of others, the introduction and the use of ICT could lead to local economic growth and economic development. While some of the SMMEs have reaped results from the use of ICT, others are yet to experience the benefits of using ICT. A set of recommendations is presented focusing on mechanisms to promote the use of ICT by SMMEs in the Vhembe District

    MONITORING AND EVALUATION FOR

    The purpose of the study was to explore how the North West Provincial Government (NWPG) is managing its economic growth and development policy. In this study, an assumption is made that the successful management EG&DP require a balanced interaction between policy formulation, implementation, monitoring and evaluation. In the North West Province, the adopted policy management arrangements showed steady progress towards the achievement the set EG&DP targets yet the Province did not achieve those targets. One of the main findings of the research is that the approach by the NWPG is not comprehensive enough to deal with challenge of managing public policy. A conclusion is made that results based monitoring and evaluation (RBM&E) as a policy management tool has the capability to deal with all the challenges that impact public policy management in general and the EG&DP in particular
