The program studied here is supposed to be a community initiative targeting vulnerable social groups, like pensioners, single female parents, unemployed and the family homes within Region 4. The main challenge facing region 4`s housing departments officials as well as the beneficiaries was to have property management mechanism in place before projects within the region could be funded and implemented. The aim of the study was to make the housing officials aware of their responsibilities towards the tenants, so that they could use the principles of property management on a daily basis. A structured interview questionnaire comprising of 19 questions that dealt with the respondent’ perceptions, knowledge and views of low-income rental housing was administered to thirty respondentsen_US
