Abstract

Since the development of a National Government-Wide Monitoring and Evaluation system in 2005, Provinces were expected to develop and implement Provincial Monitoring and Evaluation system to assist in tracking and improving performance of government. However, there have been various implementation challenges that the Limpopo Province experienced to effectively monitor and evaluate Provincial Programme of Actions (POA). The purpose of this descriptive and qualitative study was to investigate the challenges that contribute to the non-finalisation of the Provincial M&E strategy, as well as how it impact on the implementation of the Provincial POAs. One of the main findings of the research was that human resource capacity is key to the finalisation of the Provincial M&E strategy as well as the effective implementation of POAs. It was also established that there is lack of integrated planning and development within provincial government and municipalities with regard to the implementation of POAs
