Abstract
The South African government has embraced the concept of human rights which
includes children’s rights and is striving to create fairness and equality for all.
Legislations were developed and continue to be developed that offers the child
offenders the opportunity to take responsibility for their behaviour, the means to
receive appropriate intervention in order to prevent recidivism and for intervention
to occur in a manner that responds to the child’s age and vulnerability.
The purpose of this exploratory study was to assess the home-based supervision
programme in the Ekurhuleni region. It intended to assess how the implementers
of the programme, that is, assistant probation officers and the guardians
understand the programme as a means to identify the challenges and success of
the programme.
One of the main findings is that although the programme is regarded in a positive
manner by the guardians there is a need for the programme to also include such
issues as community work and the need to thoroughly assess the child and his or
her environment before he or she can be included in the programme.
