Option reservoir operation during floods

Abstract

This report presents a new reservoir simulation model (RESIMO) which is general and contains an optimization routine for the calculation of an op e r at i ng rule, a p p l i c a b l e to a specific flood, for m a n u a l l y c o n t r o l l e d s p i l l w a y gates. The o p e r a t i n g rule is o p t i m i z e d in the sense that the peak outflow rate from the reservoir, during the flood, is minimized by using storage and pre-release volumes to their maximum extent. An extension of the storage-indicat ion method, to accomodate c o n t r o l l e d s p i l l w a y s when used in c o n j u n c t i o n with u n c o n t r o l l e d s p i l l w a y s , is a l s o presented. The a p p l i c a t i o n of the o p t i m i z a t i o n routine as an aid to the reservoir manager during real time control of s p i l l w a y s is discussed. A li mi t a t i o n of the method is that it requires a full predicted inflow hydrograph which may not be available during real time operation. A method of allowing for this uncertainty during real time operation is discussed.
