dc.description.abstractThe study is intended to reveal whether the road construction projects within Thulamela are incomplete due to lack of efficient and effective leadership. The implementation of all projects requires the full commitment and dedication of leaders. Evidence suggests that some projects in the Thulamela Municipality are never completed. Leadership has been regarded as a tool which makes things happen or not. When there is proper leadership and management, all initiatives implemented are likely to be successful because sufficient effort will have been put into it. The findings have demonstrated that leadership could be one of the contributing factors towards the completion of road construction. There seem to be high rate of undermining community involvement in the district. The research highlighted a number of challenges which could be the major factor in relation to incomplete roads. The community does not have ideas about why road construction has been abandoned. The challenges that face Thulamela Municipality include corruption and nepotism, poor public communication, lack of consultation and poor level of communication. The lack of involvement by local government in the community through the Integrated Development Plan (IDP), makes it difficult for communities to participate. Failure to plan is failure to succeed.en_ZA
