Abstract
The significant aim of this study was to assess public participation as a process and how it prompts service delivery while looking into the Integrated Development Plan (IDP) in Makhado Local Municipality (MLM), Limpopo province. The report highlights that public participation is a process that involves multiple stakeholders acting jointly to improve the living conditions of their local communities whilst also focusing on the dialogues between the state officials and their residents through the process of public participation. Qualitative approach was adopted in this report to assist in answering the sub-research questions. Semi-structured interviews were used as the main instrument for collection of data while using a set of open questions for the 15 participants chosen using purposive sampling method to explore themes through their responses. For data analysis, this study adopted thematic analysis qualitative approach logical and thinking to determine themes and patterns that were identified from the collection of data. The study findings indicated that the involvement of the community in the public participation process for the development of the IDP through forums such as imbizo is of utmost importance in ensuring implementation and fair distribution of services in the present and future. The study reflected on how the IDP is a mirror that reflects what is on the ground and what is on paper as it is looked like a strategic plan that outlines the municipalities vision for socio-economic development. On the contrary, the study also shows how the provision of service delivery is constrained by factors including lack of community engagement in planning and decision-making processes, economic challenges, lack of knowledge and understanding of policies and legislation that articulate community engagement in matters of the local state and lack of governance transparency. This then leads to unnecessary peaceful or violent protest movements. The study concludes by recommending a District Development Model (DDM) which ensures smooth facilitation of service delivery, feedback mechanisms, education and training for communities on the IDP policy and public participation process.
