Abstract

Violence against women is a serious problem confronting most communities throughout South Africa. Despite various interventions by government, civil society organisations, academic institutions and business, the problem does not seem to dissipate. Understandably, most of these interventions are directed at survivors of violence (women) with very little attention being paid to the rehabilitation of perpetrators of gender violence. Organisations best suited to deliver services in this sector are small community-based organisations (CBOs) that are under-resourced having to rely on volunteers to do the work. This situation raises serious questions about the quality of output by CBOs operating in a very complex area of work. The purpose of the case study was to gain a better understanding of good practice examples related to the management and development of community-based strategies aimed at enhancing the efficacy of perpetrator programmes. The research involved one case study of a CBO working with perpetrators in the Western Cape, Embizweni Voluntary Association The main findings of the study found that donors should have a different approach when providing support to CBO’s – capacity building must be part of the total package, capacity development can transform CBO’s into learning organisations, and that CBO’s have the ability to contribute significantly to complex areas of work such as gender violence provided they are given a chance and appropriate support.
