Abstract
This research investigates the quality of intervention programmes provided
by the Department of Social Development (DSD) to abused older persons
in the area of Zonkezizwe. In delivering services the DSD developed a
legislative framework since 2002. However, the quality of services
remains a major challenge, in particular the functionality of programmes;
accessibility of resources; participation and case management processes.
The researcher used a purposive sampling and qualitative (observations
and one-on-one in-depth interviews) method to 11 (eleven) respondents
(older persons, community representatives, service providers and DSD
staff members).
The findings reflect that the (i) DSD and stakeholders have failed to
provide resources, protect and ensure self-respect for older persons. (ii)
There is no implementation and maintenance of law enforcement systems
to deal with the legal processes. (iii) It is impossible to measure the level
of quality of services for abused older persons.
It is therefore recommended that (a) There should be collaboration,
guidance, and uniform implementation of policies and procedures; (b)
There should be continuous monitoring and evaluation in all processes
