Abstract
The objective of this study is to better understand physical asset management in a
state owned enterprise in South Africa and what is needed for effective
management of the physical assets.
A case study approach was taken for this research and the organisation chosen
was Eskom, the state owned electricity utility in South Africa. To gather data, nine
open ended interviews were conducted with senior management in the utility.
These interviews were complemented by internal documents e.g. policies,
standards, annual reports, and planning documents.
Findings from this study revealed some of the drivers for physical asset
management, the broad range of challenges that a state owned enterprise faces
in managing its physical assets despite the available asset management tools and
enablers its disposal, and consequently the success factors for effectively
managing the assets. By implementing some of the recommendations in this
report, it is hoped that an SOE will be able to view its assets as a strategic
resource and put in place mechanisms to get the most return out of the assets to
be able to meet the interests of all the stakeholders. These include the customers
(business and citizenry) as well as the shareholder, the state.
