dc.description.abstractThe extent of high potential agricultural land continues to decline as urban and industrial development increases. This is despite the policy intervention by the province to protect agricultural land through the Policy on Protection of High Potential Agricultural Land (PHPAL) that was introduced in 2006. The study sought to determine the policy implementation challenges of the PHPAL since its introduction through in-depth interviews with purposively selected key stakeholders who play a role in the policy implementation. A qualitative approach was used in the study within the phenomenological paradigm using exploratory research design. The study found that even though the key stakeholders were not consulted during policy development, they view agriculture as an important sector and support the PHPAL as an essential intervention to curb the loss of agricultural land. Many factors that perpetuate the loss of agricultural land were identified. The study also revealed that GDARD is viewed as the best authority to administer the policy. A hybrid technique of preserving agricultural land was preferred due to its ability to involve multiple stakeholders. It is recommended that the PHPAL be popularized and migrated into provincial legislation to ensure stakeholder buy-in and thereby improve the enforcement of the policy.en_ZA
