dc.description.abstractInformal settlements are a major concern all over the world. The governments in different countries are faced with the challenge of providing proper housing to their citizens. In South Africa, policies have been introduced to address informal settlements as well as socio-economic issues, however, the rate at which these policies respond to informal settlements is very slow and thus they are deemed to be ineffective. Current housing policies have been reviewed to better respond to informal settlements, however, there are factors both from the community and the state which potentially hinder the implementation of these policies. This research addresses the factors that potentially hinder the implementation of the Upgrading of Informal Settlements Programme. The conclusion drawn from the study is that the Upgrading of Informal Settlements Programme is a great tool for upgrading informal settlements. However, like any other policy, it also has its limitations. The gaps that have been identified in this tool negatively affect the implementation of this policy thereby making it seem like it is not effective. The study also makes recommendations to better implement this programme so as to better respond to informal settlements and particularly the Eikenhof informal settlement.
