The Tile Calorimeter (TileCal) is the central hadronic calorimeter of the ATLAS experiment at the Large Hadron Collider. The TileCal is essential for provid- ing highly-segmented energy measurements for incident particles. The Tile-Muon trigger system is used for the detection of interesting muon events using the out- ermost radial layers (D5 and D6 cells) of the TileCal system in coincidence with the ATLAS muon chambers. The main source of the Level-1 Muon-Trigger back- ground in the end-cap region is low momentum protons scattering o magnets and shielding in the forward region. They produce correlated hits leading to co- incidences in the trigger muon chambers up to the highest transverse momentum muon threshold. Requiring a coincidence with some other detectors lying inside the toroid magnets and shielding lowers the fake event trigger rate. The Tile Muon Digitizer Board (TMDB) was designed and is responsible for digitizing the analogue muon trigger output from the D5 and D6 cells. Hardware or rmware failures of the TMDB can lead to a permanent busy assertion. The Tile-Muon trigger system requires functionalities that will aid in detecting changes in the conditions of an asserted permanent busy. This dissertation presents the hard- ware and the implementation of the stopless removal software for the Level-1 Tile-Muon Trigger system of the TileCal.en_ZA
