dc.description.abstractThe study assesses the effectiveness of Annual Reporting in its current framework as an effective mechanism for public accountability. Literature that deals with policy management choices and also public accountability is examined with a view to gain deeper understanding of underpinning concepts. The Case Study of the 2004/2005 Gauteng Department of Education Annual Report is analyzed and assessed against stipulated criteria. The findings of the Research study confirm some of the shortcomings that are raised in the problem statement regarding a disjuncture between political priorities and policy outputs and outcomes that are included in Annual Reportsen_US
