Abstract
The provision of housing as per the Housing policy in Rwanda does not effectively address the needs of low-income earners. The purpose of this study is to identify whether there an evidence-informed policy framework can be developed to better cope with the demands and expectations of low-income earners regarding housing finance in Rwanda. The information gathered in this research was mainly through an international literature review coupled with keyinformant interviews. Two senior officials were interviewed: one from the Housing Bank of Rwanda; and the other from the National Bank. One influential Housing developer was also interviewed for the research. The research outlines the changing pattern of housing provision and policy in Rwanda over the last 10-20 years and considers some manifestations of housing systems in the international arena. It then goes on to consider the models of access that have dominated housing policy debates and how these have influenced the approaches taken in the search for remedies in housing provision policy before drawing conclusions about the challenges for housing the targeted group
