    Understanding the Contribution of Informal Non-State Actors in the Governance of Cities of the Global South through Informal Institutions: The Case Study of Informal Car Guarding in Johannesburg, South Africa

    The re-emergence of coproduction to explain service delivery initiatives by ordinary citizens has transcended different scholarship disciplines, including urban planning. The governance of cities of the global South is characterised by coproduction initiatives that are either unnoticed, overlooked or disregarded because they occur outside the formal institutions of the State. This thesis uses the case study of informal car guarding in Johannesburg, South Africa, to highlight the coproduction contribution of informal non- state actors in the governance of cities of the global South, thus arguing for urban theory and policy agenda that is informed by the realities of the global South. This thesis makes an original contribution to knowledge by arguing for the scope of non- state actor coproduction in governance to include informal non-state actors. Moreover, the idea is part of the scholarship to understand informality as a site of critical analysis thus moving beyond seeing informality as a function of people experiencing poverty. Informality in cities of the global South must be broader than livelihood debates or housing needs for the needy. Studies must be comprehensive and acknowledge the contribution of informality to how the cities function. In addition to the original contribution, this study generated empirical data about informal car guarding, which still needs to be studied further. The data was generated using in- depth interviews, which were largely unstructured, and participant observation. In total, 75 respondents informed this thesis across four study sites in Johannesburg: Maboneng Precinct, Maponya Mall, Parktown Office Park and Noord central business district. The study sites are representative of the localities typically associated with informal car guards in cities of the global South. Twenty themes were generated to answer the research sub-questions. The findings of the thesis are wide-ranging, pointing to the contribution of informal non-state actors and associated challenges. Notably, the idea outlines several policy recommendations for urban planning and urges cities of the global South to understand the contribution of informal non-state actors considering the Sustainable Development Goals (SDG Eleven (11) Sustainable Cities and Communities, SDG One (1) No Poverty and SDG Two (2) iii Zero Hunger).     Bisexuality in Democratic South Africa: Experiences of Women in Johannesburg

    The field of gender and sexuality studies has been growing in academic institutions since the 1970’s. One of the reasons for its growth is that women across the globe are challenging conservative ideas and norms on how they should engage in romance, sexuality and heteronormativity which has implications for broader society. There has also been an increase in LGBTQI+ rights globally including in parts of the world where historically these identities were viewed as illegal and foreign to the indigenous people. In recent years though, there has also been a growing anti-gender backlash across the globe that has resulted in hard-won legal rights being reversed, or new legislation being imposed that is homophobic and transphobic. When it comes to research on sexuality, studies on bisexuality, however, and specifically research stemming from Global South contexts, is limited. This research contributes to the field of sexuality studies by looking at how bisexual women construct and express their sexuality, looking at multiple factors such as race, class, age and space in the city of Johannesburg. Using qualitative methods of life-history and in-depth interviews conducted during the six years of the PhD, this study shows how each of these factors shapes and influence an individual’s sexuality in a democracy where LGBTQI+ rights exist but are inadequately materialised. Drawing on feminist and queer theory, the study delves into how bisexuality is expressed and performed by women living in Johannesburg, and how challenges in claiming their sexuality exist outside but also within LGBTQI+ spaces. The study shows how queer women continue to carve out public and private spaces for themselves amid high levels of violence against women.     Where Did Things Go Wrong? An Investigation of the Adoption of the Creative Industry and Creative Economy Concepts in the Malawi National Cultural Policy

    The enactment in 2015 of Malawi’s National Cultural Policy was heralded as providing the formalised guidelines that would bring together stakeholders in the arts and culture sector towards the attainment of a common set of goals and a unified vision. However, in the eight (8) years that have followed there is a perception amongst non-state actors that the National Cultural Policy contains a vision and goals that do not meet the realities on the ground, nor the needs of its intended beneficiaries. This research challenges the assumption that the failure of the National Cultural Policy is the result of the failure to reconcile the transition of Malawi’s arts and culture from the margins during the Single-Party era to its alignment more centrally in national development agendas in Democratic Malawi. The central argument of this study is that the failed attempt of the government to mimic the application of the creative industry and creative economy concepts utilised with much success in the Global North, in Malawi’s arts and culture sector is at the heart of the National Cultural Policy’s failure. This research study investigates the failure to mimic these Global North concepts without recontextualizing them to the Malawian arts and culture landscape in the early stages of the policy’s development as being the root cause for its subsequent failure. The study utilises a qualitative methodology in order to analyse the various disconnects within the National Cultural Policy and the impacts these have on the policy’s implementation.
