Item Perceptions on the value of youth camps organized by the department of social development(2018) Kganakga, Maropene EmmanuelTo address the growing concern in South Africa about youth who are not in education, employment and training, various policy instruments and programmes have been developed by Government Departments. One of these programmes is the Department of Social Development Youth Camps that are held annually in partnership with the Department of Defence. This study used a qualitative, exploratory and descriptive approach, using interviews and a focus group, to explore the perceptions of camp participants and organisers on the benefits of participating in the youth camps as well as ways to improve the camps. The study revealed that there are positive youth development benefits derived by DSD youth camp participants. These include leadership, communication and youth structure development. The study identified an array of challenges that beset the implementation of the camp in the areas of content, co-ordination and logistics. The study concluded that despite the benefits that camp participants derive from the camp, the numerous challenges that beset the camp, and the perceived drop in quality, are severe enough to can undermine the overall goal attainment in the long run. The study therefore makes recommendations for dealing with these challenges and improving the achievement of camp goals and objectives.Item Coordination challenges in implementing the National Youth Service programme(2017) Peters, ClaytonThe situation of the youth in South Africa is grim, with the future generation plagued by high rates of unemployment, poor literacy, and skills shortages. National Youth Service has been promoted as a solution to these problems across numerous government departments and sectors, with the National Youth Service Programme (NYSP) promising but largely failing as one such programme. This study qualitatively explored the NYSP’s limited success by approaching 15 government officials and members of civil society who have been involved with its implementation. Eight overall themes were deduced from the participants as factors: lack of resources, management issues, understanding and consensus issues, competition, structural and legislative limitations, mistrust, and general misunderstandings. These were listed in different frequencies at different tiers of government and across state-private sectors, suggesting varying causes for concern. Various changes have therefore been recommended to improve the NYSP’s future implementationItem Implementation of skills development programmes in the education training and development sector(2017) Nhlabathi, Sibongile IdaThis qualitative research study investigated implementation of the skills development programmes in the education, training and development sector using the ETDPSETA as a case study. Our investigation focused on implementation of the youth development programme outlined in the ETDPSETA five-year strategic plan for fiscal years 2011/12 to 2015/16. We chose this programme as our focus because it consumes more than sixty per cent of discretionary grant funding of the SETA. Through in-depth one on one and group interviews, we sought to understand what the programme was intended to achieve, what was delivered in reality, were there gaps between programme planning and actual implementation, and what were the challenges experienced by implementers in their implementation of this programme. To triangulate our findings from the interviews, we conducted an in-depth document analysis looking at various planning documents, implementation and reporting evidence. We further used the Programme theory model, the Quality Implementation Framework (QIF) and the Ecological Framework for understanding implementation to interpret and discuss our research findings. We found that there were major gabs in the manner the ETDPSETA implements its youth development programme, which could negatively affect realisation of programme outcomes and impacts. This is in spite of the fact that the ETDPSETA consistently met its programme implementation targets.
