Item The role of the Development Bank of Southern Africa (DBSA) in regional economic integration in the Southern African development community(2018) Hlongwa, Linda X.H.The regional economic integration is a positive process at work in the world economy, as it acts as an effective vehicle for trade and economic and financial globalization, thereby fostering growth. Regional economic integration is also a reflection of the diversity of economies and their histories, and it is notable that the process follows markedly different patterns across the world. Africa like all other continents, has developed a rational response to the difficulties faced by a continent with many small national markets, challenges of geopolitics and landlocked countries to address these shortcomings. African governments have over the years developed strategies, and from that concluded a very large number of regional integration arrangements, to drive this idea. The Development Finance Institutions (DFI’s) play, a positive and significant role in fostering economic growth and with the impact being stronger in low to medium income countries than in higher income countries. Financial investment has a huge role in the economic growth and in turn economic development. In their nature, DFI’s have an additional role, that of, bridging the gap that arise, as a result of commercial banks not able to finance infrastructural needs (soft and hard), creativity and innovations, that will lead to meaningful regional economic integration. However, it is not clear whether the regional DFI’s are having any specified, significant role in the regional economic integration agenda, hence this research. The aim of this research is to investigate the effectiveness roles of the DBSA, in the regional economic integration, in the Southern African Development Community (SADC). This study approach, focuses on three (3) main questions which are aimed at determining the effectiveness of the DBSA’s roles in the regional economic integration. The secondary questions are a supporting instrument to the initial question and the questions are meant to find out about factors hindering the effectiveness of the supporting roles of DBSA in the SADC’s regional economic integration. In endeavoring to determine the structural challenges faced by the DBSA, in the SADC region, the investigations explored the interventions and or measures that would improve the bank’s supporting roles, especially because of its developmental importance in the region. To carry out this exploratory study, the investigation followed a qualitative research approach, as a framework and structured face to face interviews and document analysis were also used. Almost all respondents sighted that the major roles of the DBSA in the regional economic integration in SADC to often be associated with resource mobilization and financing of regional infrastructures in SADC, identification of areas for cooperation to facilitate the economic development of SADC and influencing policy development through research and information exchange and sharing. Most of the interviewees, emphasized that the DBSA, has done extremely well in providing both technical and financial support to the SADC in their endeavor to facilitate for the regional economic integration. Simultaneously, most interviewees agreed again, that the, hindrances and or limiting factors to the effectiveness of the supporting roles of DBSA in the SADC’s regional economic integration, have been the inhibiting inherent heterogeneity of SADC countries, inability of the SADC to hold member states accountable and responsible, lack of political will to implement the integration, legal factors, and significant reliance on grants and foreign funding. The results shows that DBSA has been found to be very technically able to deal with support in the regional economic integration. This result suggest that the SADC leadership should consider revising the roles, and the funding model of the DFI’s for the benefit of the regional economic integration agenda.Item Asisjiki: black women in the Economic Freedom Fighters, owning space, building a movement(2018) Dlakavu, Simamkele BlossomItem Gender equality and corporate social responsibility in the workplace: a case study of Anglo American Platinum Mine and Impala Platinum Mines Rustenburg, South Africa(2017) Mutasa, Francyn ChidoThis research presents an investigation of the role played by private corporations in promoting gender equality, using the platinum mining sector in the Rustenburg area as a case study. In evaluating this role the research uses The Mining Charter, a piece of legislation and Corporate Social Responsibility (CSR) to assess the efforts that have been made by Anglo American and Impala Platinum mines. This qualitative study uses an abductive approach and a Marxist feminist theoretical perspective to establish what constitutes the problem of inequality. Relying on data collected through document analysis, which included a review of the Mining Charter, and various company annual reports, coupled with data collected from conducting interviews from September to December 2016, the research has found companies to look at the problem of gender equality from a ‘female employees statistics’ point of view. As such, the problem of equality has ignored the indirect negative impacts mining has on women in the communities in which the mining companies operate. This research understands equality as having two sides, “formal and informal” equality. While efforts by the government, and mining companies have tried to address the part of formal equality through increasing the numbers of females in mining, and improving the general conditions in which they operate, this research finds that there exists a form of “informal equality.” This informal inequality looks at the outcomes of the efforts in reality, and goes beyond the company into society. Mining companies have the ability to address this type of equality through CSR, but this research notes that CSR programs are often not viewed through a gender lens. The study therefore concludes that there is a disjuncture between the perceived results of efforts made by corporations on paper and the outcomes in reality. While corporations can contribute to promoting equality in the workplace, their understanding of equality is skewed and one sided therefore inequality continues to persist. Perhaps if companies use the strategy of gender mainstreaming to address the goal of equality, which involves taking into account the particular problems of women in all facets, then equality can be achieved.Item Reaching for sustainability: ecological modernisation and environmetal justice in South African energy policy and practice(2017) Long, Dianne PatienceSustainable development is one of the major discourses of the twenty first century. In many instances sustainable development has been synonymous with the discourse of ecological modernisation. Ecological modernisation, as a discourse, has been proposed as an entreating means to reach the ideal of development that is sustainable, but has by and large only been tested within developed nations. There is, however, a prominent academic debate centred on the potential social and environmental justice concerns that may emanate from the promotion of ecological modernisation in environmental policy. This research project aimed to understand the degree to which ecological modernisation has been embraced in South Africa, and the environmental justice implications of this adoption. This was in an attempt to build an environmental justice policy framework for ecological modernisation in a bid to address environmental justice concerns. South African energy policy and practice was investigated in order to do this. Civil society hold an esteemed position in ecological modernisation, and as such in-depth, semi-structured interviews were conducted with a number of civil society activists who are involved in a range of campaigns for environmental justice. Their insights and solutions to potential environmental justice concerns that would result from using ecological modernisation were investigated. This was done in an attempt to build a list of environmental justice principles that can possibly be used to inform policies based on ecological modernisation in order to ensure just development. These criteria address the role of government, the role of society at large, as well as industry, and for the most part seek to understand if the disparate power dynamics that exist amongst these three actors can potentially be addressed. South African energy policies were analysed for evidence of these justice principles. It was found that South African energy policies do not address environmental justice in any measure that would truly allow for justice to be put into the practice of governing the environment. Therefore, by incorporating these environmental justice principles into ecological modernisation, ecological modernisation can potentially be stronger in approach to sustainable development than it presently is.Item Implementation of the child labour policy in South Africa(2016) Asobo, Simo MambiChild labour is a social problem that affects several countries worldwide, and South Africa is not an exception. It is the result of adverse economic conditions in the country, where children feel they have to resort to finding employment in order to support their families. There is a general consensus that child labour in South Africa needs to be dealt with, and this is seen via the ratification of the two most important ILO conventions that speak to child labour. The ratification of these conventions led to the development of a child labour policy for South Africa; the Child Labour Programme of Action. However, despite the existence of this policy and its implementation, child labour continues. This report looked at how the child labour policy was implemented, and to verify if the continued occurrence of child labour was due to a disconnection between the policy as it is presented on paper, and those who are supposed to implement the policy on the ground. The report used qualitative methods, specifically documentary analysis and interviews. The documents that were analysed included the Child Labour Programme of Action, as well as its follow up documents. Meanwhile, government officials as well as members of civil society were the interview subjects. The main finding of the research is that the implementers of the policy do not have a full understanding of the policy and what it entails. And because of this they are unable to properly implement the policy to produce an effective solution against child labour. The report concludes with recommendations intended to help the government to get more out of the Child Labour Programme of Action.Item South Africa's changing macroeconomic policy shifts: 1994-2010(2016) Maloyi, LungaThe purpose of this study is to analyse the changing nature of South Africa’s Macroeconomic policy in the post-apartheid era for the period 1994-2010. The key focus of the study is to uncover the factors that are a direct cause or have contributed to the paradigm shifts in policy during the specified period; supplementary to this, the study will look at how the changing paradigms have contributed in ridding the South African economy of its apartheid legacy, characterised by the triple challenges of poverty, unemployment and inequality. This study has a strong qualitative approach, comprising a comprehensive document review process, as well as 8 in-depth interviews with relevant experts in the field. This is further complemented by a supplementary quantitative analysis of key socio-economic data and statistics. The findings are that the observed paradigm shifts in macroeconomic policy during the period under review are a result of a number of key factors, namely: the changing domestic political discourse; the global and domestic economic climate; and the influence of domestic institutional arrangements, all of which have a direct impact on the policy discourse. Despite these paradigm shifts, South Africa continues to be faced with the triple challenge of poverty, unemployment and inequality; macroeconomic policy in the democratic dispensation has failed to deliver the core aims of South Africa’s economic development strategy. With the failures of orthodox neo-liberal macroeconomic policy, and the apparent shortcomings of Keynesian influenced redistributive macroeconomic policy, the key question facing policy makers is what direction South Africa’s Macroeconomic paradigm should follow. The idea of the developmental state, and its success in building emerging economies in South East Asia, is considered a viable option for South Africa to achieve an inclusive growth path.Item Evaluating development effectiveness assessing and comparing the impact od education intervention in South Africa(2016) Besharati, Neissan AlessandroThis research is a contribution to the field of development evaluation. Much of the evaluation practice in development and public policy remains weak in scientific validity, and challenged by issues of attribution and comparability of results across different studies. After an in-depth review of the existing literature and an analysis of the current shortfalls and knowledge gaps in programme evaluation, the research proposes a methodological framework that allows for the empirical measurement and comparison of the impact of diverse types of interventions aimed at addressing a specific outcome of interest. The evaluation framework informs decision-making in social-economic development processes, by combing elements of theory-based counterfactual evaluation, multiple-treatment meta-analysis, mixed methods, and participatory approaches. The evaluation framework is tested in South Africa by utilising the proposed package of methods through two case studies presented in this thesis, to generate evidence for policy-makers, programme managers, and investors operating in the education sector. The first is an evaluation of the impact of the corporate social investments of Anglo American Platinum in Limpopo and North West provinces, that utilised geo-spatial features of mining operations to conduct a quasiexperiment. The second is a comparative analysis of major interventions implemented in South Africa to improve learning outcomes in public schools. The education meta-analysis is the first of its kind to be conducted in South Africa, and has revealed many locally-produced impact studies which had not previously been captured by international reviews on school interventions in developing countries. The empirical work conducted in this research confirms existing theories and reveals new insights into the role of the private sector, the proximity of schools to mines, psycho-social and economic factors, learner age and home language, educational material, quantity and quality of teachers, school management, and accountability systems, in affecting education outcomes. The research highlights some of the programmes and policies which have been most effective in South Africa’s schooling sector, while cautioning about the contextual factors and methodological design features which influence the effect sizes being reported in the evaluations of development interventions. The research concludes by reflecting on the experiences, data and cost analysis challenges, and the lessons learnt from the application of the proposed evaluation approaches in South Africa’s education sector. It discusses the limitations of the framework, and how this can be further refined for future use in other countries, sectors, and development policy contexts.Item Construction and validation of a theoretically derived PEST analysis type tool for LED community entrepreneurship programmes in South African rural economies(2016-08-25) Stockil, Andrew DonovanIn South Africa today there are many rural economies in decline. Despite the recognition internationally, since the 2nd World War internationally and since 1994 in South Africa specifically, of the value that can be added by specifically targeting Local Economic Development and Entrepreneurship as strategies for an answer to the decline in local economies, success has been limited. More success has in fact been seen in rural communities that have developed through the natural flows of the market than from direct intervention. This progression takes a long time though and the South African situation with all its history cannot wait this long for development. The question asked is why interventions fail, what are the basic factors that make up the local economic development paradigm and how are they affecting the interventions. Information is key to planning and planning is key to successful interventions. A literature review is done in order to establish the basis of LED historically, theoretically and specifically with regards to the South African rural environment, in order to assist in the development of the information required for successful planning of LED interventions. With the most prominent factors derived from this literature review tabled and applied into established Case Study models, a questionnaire is developed for application into rural economies through Community Entrepreneurship programmes or LED vehicles. In order to establish firstly the relevance of the factors and secondly the relevance of the questionnaire, it is reviewed, scored and commented on by a select group of industry practitioners in LED. The opinion of these individuals further validates the use of the factors and questionnaire in baseline LED intervention planning.Item South African post-apartheid economic planning and performance: a critical assessment of GEAR(2016-03-01) Mathebula, Sambulo Phiwokuhle SabeloThe ANC ascended to government against the backdrop of a rapidly changing global political economic order after the end of the Cold War. This effectively marked the collapse of communism as a global political force and the concomitant dominance of neoliberalism. In 1996, the African National Congress government adopted the Growth Employment and Redistribution strategy (GEAR) as its new economic blue print, through which it would pursue its transformation agenda. In so doing, the ANC circumvented economic policy consultation processes with its political alliance partners and declared GEAR ‘non-negotiable’. This research argues that the shift to GEAR was essentially an economic policy alignment with the dominant post -Cold War neoliberal discourse and practice. It was fashioned deliberately by key ANC policy makers who had bought into the neoliberal assumption that development would occur after economic growth had been attained. The GEAR strategy privileged market led reforms which subordinated the transformation agenda to orthodox macroeconomic considerations. The pro-market bias which began with the adoption of the GEAR strategy has continued to shape South Africa’s post-apartheid economic policy environment to a significant extent.Item To what extent does the DTI 'reward' and 'discipline' firms for performance and non-perfomance in target sectors? Industrial policy in South Africa's quest for a developmental state 1994-2013(2016-03-01) Johwa, WilsonThis dissertation delves into the contested post-1994 transition to deliver economic justice and development in South Africa, particularly the country’s more recent quest to emulate the interventionist economic strategies successfully implemented in South East Asia. It follows from the governing African National Congress (ANC) being one among a few governments that have explicitly committed themselves to building a developmental state. Among some of its intentions, such a state aims to alter market incentives, reduce risks, offer entrepreneurial visions and manage conflicts. Specifically, the research study examines the role of industrial sector planning in South Africa as a component of a developmental state. In the 20th century East Asian developmental states, also known as early generation developmental states, such selective industrial policy was characterised by close ties between government and business that facilitated the sharing of information. These countries – Japan, South Korea, Taiwan, Hong Kong and Singapore - were also distinguishable by the ability of the state to “discipline” capital through treating incentives, not as “gifts” but as enforceable performance contracts. The paper is split into three parts. Part 1 looks at the origins and evolution of the concept of a developmental state, along with key elements of such a state and their applicability to South Africa. Part 2 traces South Africa’s association with industrial sector planning, from the Jan Smuts era, through Hendrik Verwoerd until the Jacob Zuma administration. Part 3 is a case study that examines two particular sectors, the automotive industry and the business process outsourcing (BPO) sector (consisting of offshore call centres and related activities) to gauge the level of corporatism, along the state’s ability or desire to “discipline” or “reward” companies in pursuit of its industrialisation goals.
