Item An evaluation of the applicability of the extended situational leadership model to lower level management in the South African construction industry(University of the Witwatersrand, 1990-08-10) Cocotos, GeorgeThe vast majority of theories and models that have been developed around the concept of leadership have been conceptualized, and tested in the USA and other countries outside South Africa as discussed in the literature survey, Chapter 2 of this dissertation). Furthermore, the models developed have largely been theoretical models aimed to help leaders only to identify the most appropriate leadership style to use. None have however attempted to develop a model that leaders can use to implement the most appropriate leadership style once it has been chosen. Consequently, A D Jaff, using the most integrated and recently developed Situational Leadership Theory and Mode 1 of Hersey and Blanchard as a data base, developed the first leadership implementation model - The Extended Situational Leadership Model. Since AD Jaff's implementation model is a combination of various other leadership mode ls and theories, in order to fully understand the development of the Extended SL Model, all the relevant models are researched in this dissertation (see Chapter 2). This dissertation attempts to test the applicability of the Extended SL Model in a practical construction environment in South Africa. It further attempts to make adaptations to the model where relevant, after testing its performance value through the administration of 3 questionnaires to a sample of potential/practising black leaders (on-site construction managers). (This lS surveyed in Chapters 3 to 6 of this dissertation). The objective of this dissertation is therefore to attempt to test, and where necessary, to adapt AD Jaff's Extended SL Model so that : 1) this theoretical model may be implemented practically in a South African construction working environment (i.e. to prove that the mode 1 does work in practice) ( see Chapter 4). and to test whether 2) the adapted mode 1 is applicable for the training of future black Low-Level leaders in the South African construction environment. The adapted form of the model will, I believe, prove to be a useful tool for the training of black leaders within the South African construction organisations, where the volatile industry and changing economic and political environment of South Africa with ensure the emergence of black South African Low Level leaders in the construction industry in the near future.Item Architectures of visibility and invisibility: a reflection on the secret affinities of Johannesburg’s cross-border shopping hub(Anthropology Southern Africa, 2019) Zack, Tanya; Govender, ThireshenThe inner city of Johannesburg, South Africa, is the site of an intense wholesale and retail trade in fast fashion. Here mostly migrant entrepreneurs supply billions of rand worth of Chinese apparel to local and cross-border shoppers from across sub-Saharan Africa. The retail phenomenon pulsates from the incrementally adapted interiors of modernist office buildings. The buildings now host secret shopping centres, with mini retail outlets and coffee shops transforming dormant interior corridors and stairwells into lively internal streets. This compressed urban environment caters exquisitely to the ambiguous needs of being both visible and invisible — to display and to conceal — in this urban context. Walter Benjamin’s musings on the architectures and social positioning of mid-nineteenth century Parisian arcades offer insight into how adaptive, rogue architectures respond to mass consumption in contemporary Johannesburg. They support the argument that the arcades of “Jeppe” are deliberate, responsive architectures.Item Assessing the energy performance gap between 6-star and net-zero energy buildings for South Africa(2022) Analo, AndrewEnergy efficiency in buildings has been systematically coupled with the green-rating of buildings based on systems such as the Star-rating of the Green Building Council of South Africa (GBCSA). Net-zero energy buildings (NZEBs) have also been receiving increased attention as a way of addressing concerns over depleting energy resources (especially for fossil fuels), increasing energy-costs and greenhouse gas (GHG) emissions which contribute to global warming and climate change. With a focus on reduction in contribution to GHG-emissions and thus enhancing climate change mitigation of 6-Star green-rated buildings the study applied a case-study approach based on energy performance of the Department of Environmental Affairs (DEA) Building in Pretoria. Secondary data show that the building’s status quo energy performance is 112kWh/m2/yr. Within the temperate-interior climatic zone for Pretoria (as per energy efficiency regulations for buildings in South Africa), psychrometric chart analysis showed that the building could achieve a higherlevel of thermal comfort through further optimization of passive design interventions. Edge-tool simulation results on full optimization of passive design and energy efficiency interventions indicate that a net-zero energy building (NZEB) performance of the same sized building could achieve an energy performance level of 45kWh/m2/yr, thus revealing an energy performance gap of 67kWh/m2/yr. This translates to 60% savings compared to the status quo 6-Star performance of 3076 291kWh/year. Assessment of roof-area for solar PV system indicated that it is adequate for the energy balance towards a NZEB. Assessment of simple payback period per intervention indicates less than one-year payback period for tenant lighting while tenant equipment indicatesa payback period of just over a year and PV-installation at three-years. The findings indicate that the intervention-costs for migration to NZEB fall within the acceptable range for South African investors (maximum of 3 to 5 years). The above findings indicate that the pursuit of NZEBs would significantly contribute towards mitigation of GHG-emissions and climate change and thus calls for further exploration of pathways towards mandatory NZEBs for South Africa.Item Beyond variegation: The territorialisation of states, communities and developers in large-scale developments in Johannesburg, Shanghai and London(Urban Studies Journal, 2022) Robinson, Jennifer; Wu, Fulong; Harrison, Philip; Wang, Zheng; Todes, Alison; Dittgen, Romain; Attuyer, KatiaLarge-scale urban development projects are a significant format of urban expansion and renewal across the globe. As generators of governance innovation and indicators of the future city in each urban context, large-scale development projects have been interpreted within frameworks of ‘variegations’ of wider circulating processes, such as neoliberalisation or financialisation. However, such projects often entail significant state support and investment, are strongly linked to a wide variety of transnational investors and developers and are frequently highly contested in their local environments. Thus, each project comes to fruition in a distinctive regulatory context, often as an exception to the norm, and each emerges through complex interactions over a long period of time amongst an array of actors. We therefore seek to broaden the discussion from an analytical focus on variegated globalised processes to consider three large-scale urban development projects (in Shanghai, Johannesburg and London) as distinctive (transcalar) territorialisations. Using an innovative comparative approach, we outline the grounds for a systematic analytical conversation across mega-urban development projects in very different contexts. Initially, comparability rests on the shared features of large-scale developments – that they are multi-jurisdictional, involve long time scales and bring significant financing challenges. Comparing three development projects, we are able to interrogate, rather than take for granted, how a range of wider processes, circulating practices, transcalar actors and territorial regulatory formations composed specific urban outcomes in each case. Thinking across these diverse cases provides grounds for rebuilding understandings of urban development politics.Item Bringing the Global to the Local: the challenges of multi-level governance for global policy implementation in Africa(International Journal of Urban Sustainable Development, 2021-08-12) Croese, Sylvia; Oloko, Michael; Simon, David; Valencia, SandraThe New Urban Agenda (NUA) and Agenda 2030’s Sustainable Development Goals (SDGs) recognise the key role of ‘sub-national entities’, including cities, in achieving sustainable development. However, since these global policy agendas were agreed and signed by national governments, implementing them at the local level requires a process of localisation to fit local realities. This paper analyses the national guidance (or lack of) and the resultant collaborations emerging between various levels of government in the implementation of these agendas in African cities, namely Kisumu, Kenya and Cape Town, South Africa. It argues that effective implementation of the SDGs requires a strong framework for multi-stakeholder engagement and coordination at all levels of governance, which is possible if both top-down and bottom-up approaches are used concurrently and harmonised.Item Capacity in motion: comparative COVID-19 governance in India and South Africa(Routledge, 2022-12-20) Chatterji, Tathagata; Götz, Graeme; Harrison, Philip; Moore, Rob; Roy SouvanicWith the COVID-19 pandemic, critical questions have surfaced in several countries regarding the capacity of the state to respond with agility to the crisis, and to use the crisis in a transformational way over the longer term. These questions are addressed in a comparative study of the State of Kerala in India and the Province of Gauteng in South Africa. The study contributes to two partial gaps in the literature: (1) inadequate attention to the subnational dimensions of crisis governance; and (2) the temporal dimension of state capacity, noting historical and contextual factors conditioning capacity, with shifts through the course of a crisis and beyond. While both territories showed significant agility in response to the crisis, Kerala strengthened its capacities in a way that Gauteng did not, and this had significant implications for the abilities of these governments to both manage the pandemic and leverage the pandemic for longer term benefit.Item Co-producing urban expertise for SDG localization: the history and practices of urban knowledge production in South Africa(Routledge, 2022-05-27) Croese, Sylvia; Duminy, JamesThe Sustainable Development Goals (SDGs) are used as an entry point to consider issues and questions surrounding the forms of urban expertise that are required to achieve transformative and sustainable urban development. The article builds on the authors’ experiences as researchers working co-productively with South African municipalities through the African Centre for Cities, an interdisciplinary research hub at the University of Cape Town. Insights from the literature on urban policy mobilities are deployed alongside those from an emerging literature on transdisciplinary research and knowledge co-production for global policy implementation. The aims are, first, to identify emerging kinds of urban expertise that are produced and mobilized by constellations of actors involved in the advancement of global development policies at the city scale and, second, to examine the role of city-university partnerships in producing particular forms of urban expertise to support SDG localization. Locating this work within a longer genealogy of urban governance reform in South Africa, it is shown that the conditions under which effective co-productive relationships can be built and institutionalized are highly context specific and geographically uneven. Understanding and assembling such conditions will enable cities to benefit from the forms of expertise these can engender.Item Corridors of Freedom: Analyzing Johannesburg’s Ambitious Inclusionary Transit-Oriented Development(Journal of Planning Education and Research, 2019) Harrison, Philip; Rubin, Margot; Appelbaum, Alexandra; Dittgen, RomainIn 2013, the Mayor of Johannesburg announced the ambitious Corridors of Freedom (CoF) initiative to transform the city’s socio-spatial structure. The CoF were constructed to be an inclusionary form of transit-oriented development (TOD). Using a 1,200 respondent survey, over 75 interviews, documentary analysis, and attendance at public participation interventions, the paper questions the possibilities for, and constraints on, the practice of inclusionary TOD. Using six criteria—spatial transformation, mobility, affordable accommodation, jobs and livelihoods, social integration, and participation—we demonstrate the mixed outcomes of inclusionary TOD.Item DETECTING ASH MIDDENS USING REMOTE SENSING TECHNIQUES: THE CASE OF SOUTHERN GAUTENG, SOUTH AFRICA(South African Archaeological Bulletin, 2022-12) Siteleki, MncedisiSouth Africa is home to thousands of architectural remnants such as stone-walled structures and ash middens from the Late Iron Age (AD 1300–1800). Ash middens reflect the political and economic lifeways of Iron Age communities. However, the process of identifying and mapping ash middens with traditional survey techniques can be time-consuming and difficult due to dense vegetation. This report aims to assess the performance of two supervised classification techniques, Maximum Likelihood Classification (MLC) and Support Vector Machine (SVM), in detecting ash middens on two multispectral satellite images – GeoEye1 and SPOT5 – in Gauteng, South Africa. The objective is to also assess the ability of the sensors in capturing the spectral signatures of the ash middens. The high reflectance of ash middens relative to other land-cover classes indicates that they have distinct spectral signatures. GeoEye1 is better than SPOT5 in the detection of ash middens because its high spectral and spatial resolution allows for more detailed and accurate mapping. SVM, although advanced, is not a significantly better classification technique for detecting ash middens compared to MLC. This report presents a promising avenue for detecting archaeological ash middens in this part of the world using remote sensing techniques.Item Financing urban development, three business models: Johannesburg, Shanghai and London(Elsevier, 2020-10-07) Robinson, Jennifer; Harrison, Philip; Shen, Jie; Wu, FulongThere has been growing interest in the expansion of global investment in urban areas, and the financialisation of urban development, both of which bring new business logics into the production of the built environment and shape urban outcomes. At the same time, mega urban projects have continued and spread as a significant format of urban expansion and renewal, often strongly linked to transnational investors and developers. Nonetheless, the distinctive regulatory and political contexts within which transnational actors must bring such projects to fruition matter greatly to outcomes, with territorialised governance arrangements both shaping and being shaped by transnational dynamics. However, there has been little systematic comparative consideration of these diverse regulatory contexts in their own right, rather than as contributors to wider circulating processes such as neoliberalisation. As a result, the implications of different regulatory regimes for urban outcomes have not been effectively assessed. In this paper we therefore broaden the discussion from globalised processes of “financialisation” to consider three large-scale urban development projects from the perspective of their distinctive “business models”, including their place in achieving wider strategic objectives at national and metropolitan scales, their agile and often bespoke institutional configurations, and their different forms of financing, taxation and land value capture. Our cases are Lingang, Shanghai (one of nine planned satellite cities), the Corridors of Freedom project in Johannesburg (a linear transport oriented development seeking to integrate the racially divided city), and Old Oak and Park Royal in north-west London (under a mayoral development corporation, associated with significant new metropolitan and national transport investments). We observe that the business models adopted, notably in relation to financial calculations and income streams associated with the developments, are a result of strongly path dependent formats of governance and income generation in each case. However we want to move beyond seeing these as residual, as contingent and contextual to wider accounts of urban development focussed on globalised financial flows and calculations. Using a comparative approach we initiate a systematic analytical conversation about the implications of different business models for the form and socio-economic potential of mega-urban development projects.Item Liveability and vitality: an exploration of small cities in Bangladesh(Elsvier, 2022-12-26) Ruszczyk, Hanna; Halligey, Alexandra; Rahman, Mohammad; Ahmad, IstiakhThis paper presents a mixed method, participatory exploration of liveability as a stocktaking assessment with projections for urban vitality in cities, particularly in LMIC, small cities. The paper takes as its case study research conducted in 2019 and 2020 in Mongla and Noapara, south west Bangladesh. This paper illustrates firstly, the possibilities for the concept of liveability to produce nuanced, granular understandings of how small cities such as Mongla and Noapara function and are experienced by residents: how residents negotiate social processes, power relations, and access to resources that shape their everyday living. Secondly, the paper considers how liveability enables assessments of a city’s vitality in the present and its potential vitality in the future: how cities might cope and develop in the face of rapid urbanization, chronic difficulties, and acute crises. This research combines work in under-researched LMIC small cities, practical research towards more nuanced and socially just deployment of the notion of ‘urban liveability’ and urban vitalist discourse to argue for a people centred urbanism for the future.Item Living lab in architecture: integrating university campus operational support(s) with academic programmes, case of the University of the Witwatersrand, School of Architecture and Planning, the Old John Moffat Building(2021) Matentshi, RodneyEssential the living laboratory concept is critical for any institution, most notably for universities where teaching, learning, and research are advanced/achieved/leading. Living laboratories improve project outcomes, maintain policy alignment, and help boost green campus initiatives and energy policy discussions. The living laboratory approach provides innovation in planning, development and policy establishment and implementation in mitigating climate change challenges. Universities are leading in sustainable studies thus offer knowledge on climate change mitigation strategies. Global warming has resulted in climate change. Additionally, we have universities, which increase the demand for energy and water, which are already limited resources. This problem is a direct risk to mitigate climate change challenges. Via their students' - staff research outputs, universities produce knowledge that includes mitigation strategies for addressing sustainability issues. Students and staff at Wits University cannot integrate their work output on campus to create real-world climate change solutions. By their role as a beacon of hope, universities cannot evade their responsibilities to model society's image. Thus, the main focus of this study is to test the hypothesis that universities' implementation of their students and staff green campus research outputs on campus is possible through implementing university-specific projects inside a living laboratory setting. The study's primary objective is to determine the pathways and barriers that hinder universities such as Wits University from adopting green campus policies and the concept of living labs. The study employed various methods to achieve a "humanistic orientation," including qualitative analysis, deductive analysis, and inductive analysis. Significant findings or themes identified in this study include the following: Siloed approach of working, a lack of coordination, and the inability of diverse departments to share knowledge and expertise became apparent as a problem. A shortfall in funding for green campus initiatives is one cause for concern that must be address by the University. Universities have sought to integrate ethical values into their core activities in light of the climate change and sustainability agenda. Failure to implement and preserve green campus planning throughout its lifecycle is not sustainable for any institution or society at large. Wits University should establish an architect-led living laboratory to promote planning and development focused on win-win strategies. This initiative will pave the way for future growth and facilitate the establishment of an eco-campus. When combined with the University's green campus initiative plan, the idea of a living laboratory would foster innovation on campus. The future University is a complex living organ that needs complex system management to deliver and influence the concept of future smart and sustainable cities. Creating a Campus Sustainability Lekgotla at the University would alleviate their primary difficulty of siloed approaches and allow for the flourishing of transdisciplinary and interdisciplinary concepts across the organisation's structures.Item Many ways to care: mobility, gender and Gauteng’s geography(ORCA – Online Research at Cardiff University, 2023) Rubin, Margot; Parker, AlexandraThis paper builds on earlier work of geographies of care and parental care that traces the relationship between gender, parenting and mobility (Hanson 2010; Dowling 2015). Parenting is highly gendered and spatialized but we argue that the construction of what it means to be a ‘good’ mother or a ‘good’ father is a relational and relative social norm. These identities, coupled with the specifics of urban morphology, explain the daily spatial footprints of care in the Gauteng cityregion (GCR), South Africa. We examine three key elements in this paper: 1) the social and cultural norms and moral ideologies of parenthood; 2) the everyday practices of childcare; and 3) the mobility patterns and spatial footprints of parents. We argue that daily decisions that constitute the spatial footprints of caregivers are deeply entrenched in moral geographies and thus in the ideas that people have about what constitutes being a ‘good’ parent. We develop the existing literature on ‘good’ parenting, by demonstrating that these ideas are culturally and socially relative and overlain by class as well as geographic location. Spatiality, combined with ideology and identity, shape not only how we care but how we are able to care, which in turn reinforce notions of ‘good’ parenting.Item Market opportunities and barriers to the uptake of low embodied energy building materials and components: the case of interlocking blocks in Johannesburg(2022) Maphumulo, Minenhle Yvonne DesireeThe intensifying urbanisation challenge in the global south, coupled with the resultant need for housing calls for governments to re-think how they address related needs sustainably especially due to resultant GHG-emissions and climate change. In order to decarbonise housing development for the City of Johannesburg, this study argues that, as one of the most visible alternative building materials and systems (ABMS), interlocking blocks have the potential to contribute significantly towards low carbon homes provided that critical barriers to their diffusion are systematically addressed. Guided by a qualitative study approach and focusing on an existing business in interlocking blocks as a case study, a supply-chain framework was applied to identify the relevant actors and stakeholders from whom interview participants were purposely selected and interview questions were then articulated. Subsequent to data presentation and analyses, overall findings were articulated in terms of opportunities and barriers. In particular, the study finds that on the basis of their production and construction process, interlocking blocks confer significant benefits such as eliminating the need for conventional burnt-clay bricks which entail high embodied energy, saving on cement as a high embodied energy material as the laying of the blocks is mortarless, process of construction is significantly simplified such that low-skilled labour can be engaged, overall construction cost and time are significantly reduced thus enhancing affordability for homeowners and tenants. On barriers, the findings further indicate inadequate guidelines and incentives towards strategic promotion of low carbon materials. Negative perception of ABMS by various actors contributes to superficial cost comparisons by clients and professionals based on building material unit prices instead of the overall outcome holistically. Such perceptions also reinforce propensity to gravitate towards conventional materials. The study therefore concludes that even though most of the socioeconomic and environmental benefits of ABMS strongly resonate with national and municipal policies and goals, their uptake will remain constrained until supportive regulations and incentives are adopted in the construction sector, especially with regard to reducing embodied energy while also facilitating innovation and green-skills in the sector.Item Mobility Intersections: Gender, Family, Culture and Location in the Gauteng City‑Region(Urban Forum, 2022-11-28) Parker, Alexandra; Rubin, MargotThe morphology of many South African cities has changed little over the last 25 years: with some of the poorest communities still living on the peripheries in informal settlements and old townships. The resulting spatial mismatch, with difculties of access and mobility, has been recorded and engaged with elsewhere; the day-to-day implications for households and families have been less well-considered. In work that was undertaken between March 2019 and February 2020 using a mixed-method approach that included focus groups, a smartphone mobility app, mapping and qualitative interviews, as well as, the use of other on-line communication platforms such as WhatsApp to gather data, the team looked at the intersection between mobility, access and household dynamics. Results surface and highlight how old spatial planning logics have direct impact on contemporary spatial footprints, mobility patterns and transit choices. Former ‘White’ neighbourhoods, designed to be relatively self-contained and meet the needs of the suburban population, still ensure relatively small spatial footprints that are car-reliant. While those living in older informal settlements and townships still have the burden of long distances to access economic and often educational advancement. Similarly, the historical layout of transport modes continues to afect the day-to-day decisions of modal choice. However, these spatial patterns and historical transit planning are overlaid with gender expectations and gendered divisions of labour—as women continue to carry most of the childcare and domestic responsibilities and men continue to feel the necessity for household income provision. Thus, historical and continued segregation in the city-region intersects with diverse dimensions of race, class and culture to perpetuate widespread gendered mobility patterns in the Gauteng City-Region.Item Modelling and analysis of daylighting relative to energy consumption of a heritage category A3 building under Energy Zone 4 in South Africa(2022) Overen, Ochuko KelvinRestriction of participating buildings in the recently promulgated energy performance certificate (EPC) regulations to buildings completed after 1999 might have a negative impact on intended outcomes considering that a significant number of public-use buildings in the country were completed before 1999. Arising from this concern, this study evaluates daylighting interventions for a heritage instruction-cum-office building with the objective of reducing overall energy-use intensity (EUI), related operational energy cost and CO2 emissions. A quantitative study approach based on experimental and simulation research tools was employed on Livingstone Hall (University of Fort Hare, Alice campus in Eastern Cape) as the case study building. Through measurements and simulation, indoor daylighting levels were evaluated against the 300 lux threshold (recommended workplace illuminance levels in South Africa). The data indicate that on typical clear sky days in summer and winter, average daylight illuminance for 50% of the six sample spaces was below 300 lux, while for typical cloudy-sky days in both seasons, daylight illuminance for all the spaces was below 300 lux. This implies that, for cloudy-sky days in both seasons, daylight cannot fully replace electric lighting for office and academic tasks in the building. Based on simulation results, for a typical summer clear-sky day, the average daylight illuminance in spaces 41, 43, 49, 11, 15 and 22 was up to 2 000 lux, while average daylighting in the same spaces on a typical winter clear-sky day was relatively lower. In addition, the annual “as-is” cumulative energy-use of the building was 49.02 MWh, and overall EUI was 31 kWh/m2/yr. The annual operational energy cost of the building was R67 108.50, while receptacle equipment (devices such as computers and other appliances connected to sockets) energy cost was R32 702.14 and the energy cost of electric lighting was R20 091.86. Cumulatively, the annual CO2 emission of the building was 25 440 kg (averaging 2 120 kg /month). Automated on/off and continuous dimming (smooth decrease of electric lighting capacity with ambient illuminance at a pre-set light level) daylight interventions were considered in the study. Continuous dimming intervention shows the best reduction in annual lighting energy-use by 64% and overall annual energy-use by 20%, while overall EUI reduced by 19%. The resultant overall energy cost saving was R12 420.73 while mitigated CO2 emission was 4 839 kg per annum.Item Smart grid and net metering for grid-interactive distributed generation for the City of Ekurhuleni(2022) Phiri, AlfredIncreased frequency of electricity outages due to load-shedding coupled with escalating tariffs is forcing customers of municipal electricity utilities to venture into Distributed Generation (DG) technologies. These trends pose major infrastructure-reliability and revenue-erosion risks for municipal utilities which further impair quality of service to their customers, mainly as a result of dilapidated grid-infrastructure which contributes to escalation in distribution losses. With City of Ekurhuleni (CoE) as a case study, the research applied a qualitative approach to investigate the relevance of smart grid and net-metering systems as a response mechanism towards promotion of DG while also facilitating operational viability of the municipal utility. Primary data collected through interviews with electricity-sector experts as well secondary data from diverse sources were used to derive the key findings and conclusions of the study. Experiences from other countries such as Germany show that smart grids have also been pivotal towards harnessing renewable energy through DG and would therefore be critical towards addressing the prevailing distribution grid challenges within municipal authorities. In contrast, study findings indicate a steady increase in DG installations within CoE as commercial and industrial customers pursue their goal of energy security at lower costs. However, the utility has not effectively transformed the DG opportunity to cheaper electricity due to inhibitive regulatory and policy framework which also raises the risk of revenue erosion posed by DG. In particular, the overall findings support the working hypothesis which suggest that upgrading grid infrastructure and introduction of a responsive tariff-scheme is key to incentivise the adoption of grid-interactive DG within its jurisdiction. Given the qualitative focus of the study on smart grids and net metering, one of the key recommendations would be political mobilisation across all departments in CoE to provide input towards solving prevailing grid challenges and as well as evolving a responsive business model to facilitate transparent participation of small-scale generators through DG.Item The persistence and rise of master planning in urban Africa: transnational circuits and local ambitions(Routledge, 2022-03-27) Harrison, Philip; Croese, SylviaMaster plans have long been criticized by critical planners who have argued in favour of more strategic, collaborative and relational forms of spatial planning that can more adequately respond to local needs and realities, especially in the context of the global South. Rather than critiquing master planning, this paper seeks to interrogate its recent rise in urban Africa. Building on a review of international planning trajectories, the paper seeks to challenge dominant narratives in the Western literature around the rise and decline of master planning. Planning experiences from across the African continent illustrate how master planning was a limited practice under colonialism and emerged more strongly in early post-colonial years, while persisting through a quiet period of planning and proliferating in recent times. By exploring the diversity in the influences and approaches to master planning for new and existing cities in Africa over time, the paper positions master planning as the product of a complex array of transnational circuits and multiple local actors and ambitions which intersect across different scales. To explore the multiple logics, actors and interests driving the conception, preparation and implementation of these plans, we approach urban master planning as a transcalar process, through which diverse investment, planning and governance arrangements are produced and mobilized in ways that transcend the city scale. We illuminate these dynamics by building on an analysis of the history of Japanese development cooperation and drawing on case studies of JICA master planning in Malawi, Ghana and Tanzania.Item Theorizing distributive justice and the practice of post-disaster housing recovery(Taylor and Francis, 2018-02-04) Tafti, Mojgan; Tomlison, RichardThis paper examines the implications of contemporary conceptions of distributive justice for post-disaster recovery programmes. The question asked in this paper is essentially theoretical: what does a concern with distributive justice entail when developing and evaluating post-disaster recovery programmes? Housing recovery programmes are employed to provide a contextual grounding for the discussion. We present a review of the disaster recovery literature and recent programmes of post-disaster housing recovery to map the ways in which distributive justice have been theorized, interpreted, debated and put into practice. We reflect on what different principles of distributive justice imply for postdisaster recovery programmes in terms of their impact on opportunities for individuals and communities to recover from disasters, and also on their realizing possibilities of advancing justice in the post-disaster society. The paper concludes by outlining a number of dimensions of a pluralist account of distributive justice. Using these dimensions and taking into account tensions within and between them, we attempt to offer a framework for reflecting on and assessing distributive arrangements of disaster recovery programmes.
