Lessons for a new spatial policy from officials' reflections on the implementation of the local spatial development framework: a case study of Ekurhuleni

Abstract
This research project investigates practices of planning officials of the City Planning Department
at the City of Ekurhuleni Metropolitan Municipality within Gauteng Province in the Republic of
South Africa.
The Researcher argues that the emergence of policy in local South African government overlooks
the idea of understanding and documenting officials’ practices. As polices emerge, attempts to
know perspectives and experiences of state officials are a journey that is never explored. The
Researcher uses the recently introduced Urban Design Initiative project and the outgoing Local
Spatial Development Frameworks as a case study to explore, document and draw lessons from
official’s practices.
This research project is exploratory and adopts qualitative research methodology. Instruments for
data collection includes interviews, observations and documentary sources. To analyse data, the
Researcher employs thematic and comparative methods of analysis.
The study is configured to entail three reporting chapters, chapter five presents’ findings related
to official’s practices in implementing Local Spatial Development Frameworks. Chapter six,
reports on official’s practices in the formulation of the recently introduced Urban Design Precinct
Plans, as part of the Urban Design Initiative. Chapter seven provides findings relevant to the
benefiting realities identified from the LSDFs and UDI processes. Chapter eight presents on
lesson’s for new spatial policy and provides concluding remarks
