dc.description.abstractThe rationale for this Working Paper is to fill the gap in development strategy which ignores knowledge as an output of the economic system. A knowledge strategy for development must construct the knowledge base for the construction of knowledge and technological capabilities, from elementary through intermediate to advanced levels, which drives the structural transformation of economies from low- into middle- and even high-income economies. Knowledge is produced by individuals and groups, working in knowledge networks, with AI joining as new agents. It depends on institutions that govern access and establish the rules structuring epistemic communities. Cosmopolitanism, critical thinking, and feedback mechanisms are central to the strengthening of these knowledge ecosystems. Economic analysis emphasises competition and monopoly as the incentive for knowledge development, ignoring the role of cooperation. The Working Paper concludes by advancing a brief case for reforming international intellectual property rights regimes as a means of reducing global inequality.
