dc.description.abstractEmerging technologies offer unprecedented opportunities for enhancing efficiency in public service processes. However, these advancements may pose risks if they do not pay adequate attention to data ethics and responsible practices, particularly to vulnerable groups. Responsible data practices are imperative for empowering individuals and safeguarding against potential harm from data misuse. This chapter presents a framework for responsible data, highlighting three layers aimed at realising ethical data use within public service digitalisation initiatives. Through analysis of eight cases, ranging from data lifecycle management to governance strategies, key trends emerge: a shift towards responsible data sharing, evolving perspectives on power dynamics, heightened concerns for data privacy, and development of context-specific legal frameworks. Recommendations include tailored guidelines for digital solutions, minimum standards for public participation, and empowerment of communities and data providers. Governance efforts must assess the impact of global initiatives while accommodating diverse African contexts and capacities. This chapter serves as a critical resource for policymakers and implementers, facilitating the enhancement of data initiatives within evolving digital governance frameworks.
