The Centre for Learning on Evaluation and Results in Anglophone Africa (CLEAR-AA) is one of the six regional centers housed in academic institutions across the globe. We work to improve the way in which monitoring and evaluation is done in the Anglophone Africa region. We help clients and governments build capacity at national, regional, and local levels to measure development progress and outcomes, strengthen evidence-based policy-making, and increase government accountability and transparency.

    South Africa has pioneered national evaluation systems (NESs) along with Canada, Mexico, Colombia, Chile, Uganda and Benin. South Africa’s National Evaluation Policy Framework (NEPF) was approved by Cabinet in November 2011. An evaluation of the NES started in September 2016.

    The National Evaluation Policy landscape in Africa: A comparison

    This policy brief examines key elements of national evaluation policies among selected African countries with a view to inform policy-makers on good practices for the development of such policies. This brief draws from a comparative study conducted by CLEAR-AA in 2018 of the status of national evaluation policies of South Africa, Nigeria, Zimbabwe, Uganda, and Kenya.
