Item Transforming voluntary organisations for professional evaluation into central pillars of national evaluation systems(African Evaluation Journal, 2022-07-12) Fish, Tebogo; Masvaure, Steven; Dlakavu, Ayabulela; Amisi, MatodziVoluntary organisations for professional evaluation (VOPEs) have proliferated across the African continent, seeking to contribute to building effective national evaluation systems (NESs) that enhance development planning, implementation and appraisal. Objectives: A study commissioned by the Centre for Learning on Evaluation and Results - Anglophone Africa (CLEAR-AA) and the African Evaluation Association (AfrEA) in 2021 highlights key strengths and challenges faced by African VOPEs in their quest to help strengthen NESs across the continent. Method: The study was qualitative by design, employing document analysis, key informant interviews and focus group discussions with selected VOPEs across Africa. Results: While African VOPEs have proliferated in number, they take different forms, and their focus tends to be shaped by their respective national contexts. A key challenge for African VOPEs is internal human and financial capacities, while the external environment within which these national evaluation associations operate also presents risks such as co-optation and opportunities such as networking and resources.Item TECHNICAL CAPACITY DEVELOPMENT FOR EVALUATION IN THE NATIONAL DEVELOPMENT PLANNING COMMISSION, GHANA(2012-12-04) AYIKU, STEPHEN AMPEM-DARKOEvaluation of projects and programmes in most developing countries has consistently been a challenge from various factors such as capacity, and institutional constraints. Ghana is no exception to these challenges for developing technical capacity for evaluation in the public sector. In this study, technical capacity refers to human capacity of individuals within organisations involved in executing Monitoring and Evaluation functions. The study sought to establish the challenges for building and developing technical capacity for evaluation in the public sector. In addition, it sought to recommend interventions to improve technical capacity building challenges in the public sector. A qualitative research approach was used with the National Development Planning Commission as a case study. The study focused on directorates and technical assistants who are members of the senior management service. The study established that although developing technical capacity has an important role to play in developing the nation, its implementation is hindered by several challenges that were identified as the main challenges in the implementation of developing and building technical capacity, these include: Inadequate resources and managerial authority; political interference; inadequate leadership; inadequate training and development; systems and processes challenges; organisational culture and a weak implementation strategy. The study recommends interventions to improve the developing and building technical capacity. These include: the development of a comprehensive technical evaluation capacity development strategy that takes cognisance of the identified challenges and the provision of adequate political and administrative leadership.Item Significance of Project Identification and Formulation to Sustainable Capacity Development Interventions(2011-11-22) Boelen, Martijn G.J.Capacity Development interventions can lack effectiveness if the intervention is not aligned with the abilities of the receiving organisation. Triggered by the personal experiences of the researcher, this research paper explores which issues must be dealt with in the identification and formulation phase of a Capacity Development project. The purpose of this study is to come up with an overview of these issues to assist all practitioners in this field to formulate potentially effective and sustainable project plans. From the literature review it was concluded that the issues can be grouped in three categories: the vision of the receiving organisation and issues internal and external to this organisation. It appeared that particularly the learning culture and the abilities of management to change the organisation and lead the staff are very important issues that must be properly sorted out before the project can start. From the field research it appeared that weaknesses in the receiving organisation with regards to the issues that came out of the literature review had indeed a negative effect on the results of the researched project. One of the most important conclusions of the research is that the identification and formulation phase should not be underestimated and that the success of the project depends largely on a proper and thorough approach in this stage. The most attention must be paid to all circumstances surrounding the actual technical capacity that will be developed. Main recommendation for the target group of this research is therefore to take enough time to gather information in this phase and adapt the project to the abilities of the receiving organisation which should become clear as a result of this information. It might even be necessary to have a project to strengthen these abilities preceding the actual Capacity Development interventionItem CAPACITY DEVELOPMENT(2011-04-19) Osameyan, Bolutife BolorunduroThis study examines the challenges among organs of civil society in Tsakane Township, Ekurhuleni Metropolitan Municipality. One way of promoting development in townships is through building the capacities and skills of members of the community. The organs of civil society have a critical role to play in such capacity building and development. However, they experience challenges that make them ineffective. Although both the government and the organs of civil society have put a lot of effort and finances into capacity building and skill development of previously disadvantaged people in Tsakane, with the aim of alleviating poverty, not many of the beneficiaries have been able to become self-employed. The purpose of this study is to identify and document the challenges of the organs of civil society involved in training the beneficiaries of entrepreneurial skill development in alleviating poverty and reducing unemployment in the Ekurhuleni region. This study focused on AFMOLED, a non-profit organization based in Ekurhuleni and involved in entrepreneurial skills development, and is exploratory, descriptive and qualitative in nature. Results indicated that the most common challenges of organs of civil society include risk propensity; opportunity identification; and role models. The study recommends that government should improve the effectiveness of its support mechanisms and the model of training by the organs of civil society should be contextualized. These recommendations, if applied properly, will reduce the challenges faced by sectors of civil society and make capacity building interventions more effective.
