    Unpacking Johannesburg's international city-to-city partnerships.

    In this era of globalisation and rapid urbanisation, can city-to-city partnerships provide a unique approach towards contributing to the development needs of South African cities? There is a growing literature dedicated to North-South and South-South municipal international cooperation, exploring impacts on local governance and development, for either or both of the cities. However, there is a paucity of knowledge on this topic in South Africa. This project hopes to address this critical occlusion by examining Johannesburg’s experience of city-to-city cooperation partnerships. These partnerships will be examined with reference to how they are organised and their implementation. Has cooperation provided social and economic development in Johannesburg as agreements often state? To answer the research questions, an in-depth understanding of city-to-city partnerships in South Africa is required; therefore a qualitative data collection approach was adopted. City-to-city cooperation crosses geographical borders, and this study investigates how it also extends across theories, government spheres and topics. The research traces policy and practice of international city-to-city cooperation relationships, identifying the salient aspects of these city-level engagements and incorporates a critical view of policy documents that frame municipal international relations in South Africa, specifically in Johannesburg. The research shows that international city-to-city cooperation agreements should be greeted with a degree of scepticism in terms of the disparity between the agreement’s objectives, and the practical experience of implementation. Municipal international relations are an interesting exercise in city autonomy in the global economy, yet they are often conscribed by provincial and national government requirements.

    Climate change-related human security threats to border integrity and safeguarding for South Africa

    Climate change is a very current and contentious issue that has received a lot of attention during the past two decades because of its global influence and impact. Climate change affects the entire globe and the impact is mostly continental and regional and is not limited along state borders. Whether a person or group believe in the existence of global warming or not, the scientific evidence leaves no doubt that the climate is changing (Mazo, 2010: 9). Climate change influence the environment people live in and have a direct impact on all aspects of their daily lives. In a globalized world almost all problems cross borders, and environmental issues have long been recognized as among the most international and the most transnational of all (Parsons, 2009: 5). Climate change acts as a “threat multiplier” by exacerbating existing vulnerabilities, and must be analysed in relation to the adaptive capacity of those affected (individuals, communities and states), taking account of the wider political, socio-economic and demographic context (ACCES, 2011: 9). Although climate change has a global impact, the African continent is likely to be more severely affected than other regions of the globe and it will have a profound negative impact on all facets of human security. Long-term shifts in the climate seem likely to catalyse conflict by creating or exacerbating food, water and energy scarcities, triggering population movements, and placing larger groups of people in competition for more and more limited resources. Increased climate variability, including the greater frequency of extreme weather events, will also complicate access to resources, thereby exacerbating conditions that are conducive to promoting conflict. Southern Africa is described as a predominantly semi-arid region with high intra- seasonal and inter-annual rainfall variability, with extreme events such as droughts and floods occurring frequently. In Southern Africa, there has been an increase in inter-annual variability of rainfall over the past 40 years, with more intense and widespread droughts. Floods and droughts in Southern Africa are gradually increasing in number and frequency as well and already the entire region is considered a climate change "hotspot". As can be seen from the findings of the various chapters, climate change has a very complex predicted impact on all the dimensions of human security and a few major key issues in this regard came to light. These issues include urbanisation, migration, environmental degradation and biodiversity loss, water scarcity, spread of diseases, slow onset climate change, economic decline and poverty, criminality and conflict. The most profound issues that will have an impact on South African border integrity and safeguarding include urbanisation, migration, environmental degradation and biodiversity loss, water scarcity, spread of diseases, economic decline and poverty, criminality and conflict. Migration can be singularly highlighted as it has the potential to amplify and exacerbate all of the abovementioned issues. States have national security strategies and policies in order to guide policy and legislation to adequately protect the state from threats and to determine national security priorities. Border safeguarding is an important aspect of state security and strategy, policy and legislation, informed by the national security strategy and policy, constantly have to evolve and adapt to changes in the threat pattern affecting states. The border safeguarding environment of any state is very complex and faced with multiple external and international threats. Climate change-related human security threats will further amplify and complicate these threats as the impact of climate change becomes more pronounced in the southern African region. In order for South Africa to successfully address these threats in the border safeguarding environment it is important that a sound National Security Strategy and Policy provide focus and priorities for all government departments involved. This is a very complex field with multiple factors and only the key issues are highlighted and discussed in this paper.

    Career trajectories of Masters in Education (M.Ed.) students : a tracer study of the M.Ed. class of 1999 at the University of the Witwatersrand.

    The expansion of higher education and changes in the labour markets seem to have reached a point where training for an M.Ed is affected by a number of issues traditionally raised in the context of graduate employment and work. Growing emphasis is placed on general skills and flexibility, which is briefly mentioned in this report. Labour market theory, human capital development, social capital and career development are explored in detail. Management is no longer perceived in terms of maintaining the business machine but is evolving into a motivator and leader of staff, an inspirational entity that is quintessential to the retention of highly qualified staff . This has resulted in the language of business changing, thus the „efficient company‟ has become a „learning organisation‟ (Germishuys, 2006). Therefore it is of great interest to actually conduct a case study of 11 M.Ed. graduates to track their career trajectories to see where this prestigious qualification has taken them. The researcher traces a general group of M.Ed graduates from the class of 1999 from the University of the Witwatersrand (Wits). The main idea of this study is to ascertain exactly what it is that the sample M.Ed graduates have accomplished in their professional lives. It was found that the colour of one‟s skin, background, contextual factors, opportunities, social networking and career aspirations have played a pivotal role in the career progression of the M.Ed. graduates.

    Global news flows : news exchange relationships among news agencies in South Africa.

    This study critically explores the relationships amongst the global, national, continental and alternative news agencies in South Africa and in a changing global context of news. It revisits previous studies’ findings on imbalances in global flows with a view to extending and updating these case studies. An extended-case study approach employing in-depth, open-ended interviews with news agency participants based primarily in South Africa and with the Pan African News Agency in Senegal is undertaken. The study postulates that news agencies do not operate independently of the broader external social environment. News agencies are influenced by changes in the global news environment and impacted upon by socio-economic, political and cultural processes and relations amongst nations. The main findings include firstly, that “intermediary changes” described as “adaptive strategies” at news agencies result from internal and external pressures on their operations of news production, selection and distribution. Internal pressures are identified as changes in ownership, and the gate-keeping function in the selection and exchange of news. External pressures are associated with the processes and relations of market-based global capitalism, which, it is theorized, gives rise to changing conditions described as a new phase of neo-liberal globalisation. Another finding related to the first, describes the adaptive strategies at news agencies as signifying a crisis in the global capitalist order and a transition to a post-industrial society. This post-industrial society presents the space for further investigation of the phenomenon of global consciousness, which is a further finding of the study. The prevalence of an alternative form of news production, citizens’ journalism, is seen as an example of an emerging public realm of opinion making, or, the public sphere. The study concludes that explanations for the persistence of imbalances in global news flows in the relationships among news agencies needs revision and updating, and that a global phenomenon, “global consciousness”, presents a challenge to the extreme market forces and the statist government control over media systems worldwide.

    The role of the university in the field of nanotechnology : the case of the University of the Witwatersrand.

    This study examines the role of the university in the domain of nanotechnology research and training using the University of the Witwatersrand (Wits) as a case study. It focused on the Faculties of Science and Engineering, given their involvement in the field. It is essentially a qualitative study based on documentary analysis and semi-structured interviews with academic staff members. It shows how the University of Witwatersrand has responded to the South African National Nanotechnology Strategy set by the South African government to enhance the country’s global competitiveness and sustainable economic growth in strategic areas. The study reveals that Wits has selectively by firmly engaged in the domain of nanotechnology and has laid the foundations for a comprehensive programme in both research and training. However, its success in this direction will largely depend upon the ways it maximises the use of the increasing opportunities offered by globalization and it manages the constraints associated with it. By opportunities here I refer to the multiplicity of research sites outside the narrow academic domain and the increasing interest displayed by government, the private sector and relevant international agencies in the field. The constraints are connected to the fact that the field of nanotechnology remains incipient and suffers from the uncertainties surrounding a relatively young field of enquiry in universities in South Africa (financial shortages, lack of skills etc).
