    Chiefs in a Democracy: A Case Study of the 'New' Systems of Regulating Firewood Harvesting in Post-Apartheid South Africa

    Much of the international commons literature reveals a decreased functioning of local traditional institutions that regulate natural resource harvesting. In South Africa, it is believed that the creation of new democratic structures at the end of Apartheid has contributed significantly to the deterioration in traditional resource regulation and this in turn has led to the extensive resource degradation seen in parts of the country. Many of these assertions, though, remain anecdotal in nature. Given the high reliance by rural households on natural resources, and the serious negative implications that over-use has on livelihood security, understanding how well or poorly such commons are regulated is key to ensuring the sustainability of such resource-dependent populations. The aim of this study was therefore to examine systems of resource governance, focusing specifically on firewood, and to determine the roles of traditional and democratically elected community leaders in six rural villages spanning two chieftaincies in Bushbuckridge, South Africa. In each study village, five local leaders were interviewed and five community focus groups were conducted. Results indicate that most parties still regard the Chief as the ultimate authority for regulating firewood harvesting. However, overall firewood management appears weak, at best, across the region. Although some authors attribute this to community confusion over the roles of local leaders in a new democracy, we provide evidence that other socio-political factors, including political expediency, may be driving the increasingly relaxed implementation of these firewood management systems. With resource dependence remaining a vital contributor to livelihood security across the developing world and with many rural communities facing increasing strain under local resource depletion, these findings shed new light on the complex social dynamics underlying the widely reported weakening of traditional institutions in South Africa. In so doing, it offers insights into local firewood governance that can be used to combat these challenges and thereby reduce regional social and ecological vulnerability being experienced in communal landscapes across the region.

    Variation by Geographic Scale in the Migration-Environment Association: Evidence from Rural South Africa

    Scholarly understanding of human migration’s environmental dimensions has greatly advanced in the past several years, motivated in large part by public and policy dialogue around “climate migrants”. The research presented here advances current demographic scholarship both through its substantive interpretations and conclusions, as well as its methodological approach. We examine temporary rural South African outmigration as related to household-level availability of proximate natural resources. Such “natural capital” is central to livelihoods in the region, both for sustenance and as materials for market-bound products. The results demonstrate that the association between local environmental resource availability and outmigration is, in general, positive: households with higher levels of proximate natural capital are more likely to engage in temporary migration. In this way, the general findings support the “environmental surplus” hypothesis that resource security provides a foundation from which households can invest in migration as a livelihood strategy. Such insight stands in contrast to popular dialogue, which tends to view migration as a last resort undertaken only by the most vulnerable households. As another important insight, our findings demonstrate important spatial variation, complicating attempts to generalize migration-environment findings across spatial scales. In our rural South African study site, the positive association between migration and proximate resources is actually highly localized, varying from strongly positive in some villages to strongly negative in others. We explore the socio-demographic factors underlying this “operational scale sensitivity”. The cross-scale methodologies applied here offer nuance unavailable within more commonly used global regression models, although also introducing complexity that complicates story-telling and inhibits generalizability.

    The sixth World Flora Online Council meeting held in South Africa

    Biannual Council meetings are held with the aim of developing a World Flora Online (WFO) in response to Target 1 of the Global Strategy for Plant Conservation (2011-2020). Objectives: To report on the sixth WFO Council meeting held in Pretoria, South Africa, on November 2016. Method: A WFO Council meeting (preceded by Taxonomic and Technical Working Group meetings) was hosted by the South African National Biodiversity Institute in Pretoria. Results: Significant progress with the development of the WFO portal was made. Conclusion: The WFO portal will be launched at the International Botanical Congress in China in 2017.

    Osteopathology and insect traces in the Australopithecus africanus skeleton StW 431

    We present the first application of high-resolution micro computed tomography in an analysis of both the internal and external morphology of the lumbar region of StW 431 - a hominin skeleton recovered from Member 4 infill of the Sterkfontein Caves (South Africa) in 1987. The lumbar vertebrae of the individual present a number of proliferative and erosive bony processes, which were investigated in this study. Investigations suggest a complex history of taphonomic alteration to pre-existing spinal degenerative joint disease (SDJD) as well as post-mortem modification by an unknown insect. This study is in agreement with previous pathological diagnoses of SDJD which affected StW 431 and is the first time insect traces on this hominin are described. The results of this analysis attest to the complex series of post-mortem processes affecting the Sterkfontein site and its fossil assemblages.

    Attenuation of pollution arising from acid mine drainage by a natural wetland on the Witwatersrand

    Wetlands are well known to be efficient at sequestering pollutants from contaminated water. We investigated metal accumulation in the peats of the Klip River, a natural wetland that has received contaminated water from gold mining operations in Johannesburg for over 130 years. Previous work conducted in the downstream portion identified the wetland as an important system for sequestering metals. We focused on the upstream section of the wetland, more proximal to the source of acid mine drainage, to provide a better understanding of the pollutant sources and the role of the wetland in pollutant attenuation. Geochemical and mineralogical analyses of peat cores revealed considerable metal enrichments in the peat ash, particularly in Co, Ni, Zn, Pb, Cu and U. Metal concentrations are typically between 4 to 8 times higher than those previously reported for the downstream, more distal portion of the wetland. The distribution of metal accumulation within the peat profiles suggests that contamination arises from a combination of sources and processes. Elevated concentrations in the shallow peat are attributed to the input of contaminated surface water via tributaries that drain the Central Rand Goldfield, whereas enrichments in the deeper peat suggest significant sub-surface inflow of contaminated water through the underlying dolomitic rocks. Metal immobilisation occurs through a combination of mechanisms, which include the precipitation of gypsum, metal sulfides, Fe-Mn oxyhydroxides and phosphates. Our study highlights the environmental and economic importance of natural wetland systems which have the ability to accumulate large quantities of metals and thus remediate polluted waters.

    Using genetics to prioritise headwater stream fish populations of the Marico barb, Enteromius motebensis Steindachner 1894, for conservation action.

    South Africa has a relatively large number of threatened freshwater fish species and limited resources to implement conservation programs. Enteromius motebensis was regionally prioritised for action because of its conservation status and flagship status in a nationally important aquatic ecosystem. Genetic diversity of E. motebensis in headwater refugia of the Groot Marico River Catchment was assessed to determine if genetic diversity is important for conservation planning for this species. The results of the genetic analysis indicate that some prioritisation was possible, with two populations showing evidence of recent isolation. Conservation implications: We recommend that at least three populations be prioritised for conservation action to ensure maintenance of most of the remaining genetic diversity of the species.

    Demographics of Eucalyptus grandis and implications for invasion

    Alien invasive species can have negative impacts on the functioning of ecosystems. Plantation species such as pines have become serious invaders in many parts of the world, but eucalypts have not been nearly as successful invaders. This is surprising considering that in their native habitat they dominate almost all vegetation types. Available theory on the qualities that characterise invasive species was used to assess the invasive potential of Eucalyptus grandis - a common plantation species globally. To determine rates of establishment of E. grandis outside plantations, we compared population demographics and reproductive traits at two locations in Mpumalanga, South Africa: one at higher elevation with more frost. Eucalyptus grandis has a short generation time. We found no evidence that establishment of E. grandis was limiting its spread into native grassland vegetation, but it does appear that recruitment is limited by frost and fire over much of its range in Mpumalanga. Populations at both study locations this played characteristics of good recruitment. Size class distributions showed definite bottlenecks to recruitment which were more severe when exposed to frost at higher elevations. Generally, the rate of spread is low suggesting that the populations are on the establishing populations’ invasion stage. This research gives no indication that there are any factors that would prevent eucalyptus from becoming invasive in the future, and the projected increase in winter temperatures should be a cause for concern as frost is currently probably slowing recruitment of E. grandis across much of its planted range. Conservation implications: Eucalyptus plantations occur within indigenous grasslands that are of high conservation value. Frost and fire can slow recruitment where they occur, but there are no obvious factors that would prevent E. grandis from becoming invasive in the future, and monitoring of its rates of spread is recommended.

    Optimising invasive fish management in the context of invasive species legislation in South Africa

    South Africa hosts a large number of non-native freshwater fishes that were introduced for various industries. Many of these species are now listed under the National Environmental Management: Biodiversity Act (NEM:BA) Alien and Invasive Species (A&IS) lists and regulations, though the practical options available to conservation agencies to effectively manage these fishes vary greatly among species and regions. Objectives & methods: We assessed the history and status of national legislation pertaining to invasive freshwater fishes, and the practical implications of the legislation for managing different species with contrasting distributions, impacts and utilisation value. Results: The smallmouth bass, despite being a potential conflict-generating species, is fairly straightforward to manage based on current legislation. Two species of trout, which remain absent from the NEM:BA A&IS lists because of ongoing consultation with stakeholders, continue to be managed in regions like the Western Cape province using existing provincial legislation. To maximise the limited capacity for management within conservation agencies, we proposed a decision-support tool that prioritises invasive fish populations that represent high environmental risk and low potential for conflict with stakeholders. Using three case studies, we demonstrated how the tool can be used to set management goals of 'eradicate', 'manage against impacts and further spread' and 'continue to monitor population' as the most pragmatic solutions given the state of an invasion, its socio-economic impact and the capacity of the responsible agency to act. Conclusion: By choosing a pragmatic management strategy, conservation agencies can maximise the effective deployment of limited resources, while minimising avoidable conflicts with stakeholders.

    An Acheulean handaxe from Gladysvale Cave site, Gauteng, South Africa.

    WE DESCRIBE A SINGLE HANDAXE FROM fossiliferous breccias at Gladysvale Cave, South Africa. The artefact is the only known tool so far discovered during the controlled excavations conducted at this site over the last decade, and was recovered from decalcified sediments near the stratigraphic interface of two breccia units, making it difficult to assign it with confidence to either. The morphology of the handaxe indicates a middle-late Acheulean industry, and preliminary electron spin resonance and palaeomagnetic dating suggest an age of greater than 780 000 years.
