Item Distrust, accountability and capacity in South Africa's fragmented eduction system(Taylor & Francis Group, 2020) Chilenga-Butao, Thokozani; Pakade, Nomancotsho; Ehren, Melanie; Baxter, JacquelineSouth Africa's current basic education system is a product of the apartheid education bureaucracy that was fractured along racial lines, and later significant efforts to amalgamate this fragmented system into a single, inclusive and equal system. This chapter demonstrates how negative apartheid legacies of distrust and a lack of both accountability and capacity took root in apartheid's oppressive and unequal system, as well as efforts by the Department of Basic Education to overturn these legacies in the democratic era. The central argument of this chapter is that, despite formal bureaucratic procedures, expressed through regulations, which should produce more capacity and accountability in the education system, there are also codified practices of governance at the provincial and district levels that produce different outcomes from the intended goal of improved education. This argument is illustrated through a case study of the Schools Rationalisation Project in the Eastern Cape province, South Africa.Item Exploration of the Impact of Police Brutality during demonstrations on Public Trust: A case study of the Malawi Police Service in Malawi, 2010-2020(University of the Witwatersrand, Johannesburg, 2022-12) Chavula, Faith; Pakade, Nomancotsho; Duca, FedericaPolice brutality during demonstrations has been a concern all around the world. Over the last decade, Malawi has recorded tens of violent demonstrations which have been associated with police brutality which has negatively affected an already declining public trust in the Malawi Police Service (MPS). This study employed a qualitative research design to investigate how police brutality during demonstrations has negatively affected public trust in the MPS. This study used semi-structured interviews and document analysis to collect data. This research study sampled twenty (20) respondents namely, citizens who had participated in demonstrations in the past decade, MPS officers, and members of Community Social Organisations (CSO’s) who had been organising different demonstrations in Malawi over the past decade. The major findings of this study are that there has been a political influence in the MPS which has led to the adoption of partisanship in the MPS. This has influenced police brutality especially during anti-government demonstrations. The study also found that the MPS have adopted a militarisation approach also known as an “us vs them” posture, where the police see the public as enemies and respond with excessive force during demonstrations. Due to this militarisation approach and police partisanship, there has been an impaired relationship between the citizens and the police which has resulted in a shift of public trust from the MPS to CSOs. Strategies and recommendations have also been explored to begin to address public trust in the MPS.Item Exploring the meanings attached to the sexual identity of Black women-loving-women (WLW) in Soweto.(2014-01-09) Pakade, NomancotshoWomen’s bodies and sexualities across history and race have been subjected to policing by the state, society and men. However, within the context of Black sexuality, black women’s bodies have been subject to silencing during the colonial encounter.This exploratory study set to document the subjective meanings associated with the Black WLW sexual identity of 50 women in Soweto. This study seeks to contribute to the recently emerging body of literature which has documented Black women’s same-sex sexualities as means to render their identities and experiences visible. Furthermore, to capture the terms used to describes samesex practicing women. The Q methodology was used to capture the various expressions along with their subjective representation. Two main distinct accounts emerged from the analysis. The Q analysis results indicated that there are two dominant forms of gender expressions and perceptions of what constitutes a Black WLW sexual identity in Soweto. Factor A distinguished itself through conceptualising this sexual identity in a ‘closed construction’ of attraction, with distinct gender roles. As such women in this factor identified with a sense of being domineering in the relationship, with potential partners expected to cook and clean. On the other hand, women who defined Factor B had a more inclusive construction of the Black WLW. These women placed emphasis on being comfortable with the bodies, particularly their breasts. Additionally, they valued the notion of equality in their relationships from sharing household chores to believing that sex should be about both partners pleasuring each other. The study also unpacked the meaning of self-identifying terms used by WLW in Soweto. In the absence of historically positive terms for same-sex sexualities, specifically indigenous terms, labelling becomes a site that does not prioritise meaning but reflects the negotiation of an oppressed sexual identity. What is in a name becomes a continuous struggle of reclaiming existence and visibility with oneself, the lesbian and gay community and the broader society.
