Item IR and OA Initiatives in Africa(2010-12-17) Ubogu, FelixEarly IR and OA initiatives in Africa began in 1998, before the term OA was current. • Rhodes University (RU) in South Africa mounted its first digital thesis on the World Wide Web in 1998; it became the first institution in Africa to do so. Other grey literature also gathered. • RU, like many institutions in South Africa, has developed an OA repository, using EPrintsoftware, containing other digital knowledge products. • The Database of African Theses and Dissertations (DATAD) programme of the Association of African Universities (AAU), which was designed to improve management and access to African scholarly work, was a precursor to the development of OA repositories by institutions which participated in the programme.Item Knowledge Management (KM) in Higher Education: The Role of Librarians/Information Professionals(2008-08-08T08:41:39Z) Ubogu, FelixMany universities have combined their libraries and information technology departments to create ‘Information Services Departments’. In the US, mergers are happening at small liberal colleges. In China, Australia & the UK, mergers have happened in big universities. Library and IT services report to the Chief Information Officer (CIO) / Vice-Principal / Deputy Vice-Chancellor for KM. Sometimes the position of University Librarian (Director of Libraries) is eliminated. New organisation structures have been developed. But The blended model is said to have failed in research universities in the US. (A. Foster, 2008).Item Management of Research Data in ETD Systems(2008-07-30T07:42:35Z) Ubogu, Felix; Sayed, YasienPurpose To establish the research data management practices in institutions which have ETD programmes. These may include the systems in place (software and hardware), and the integration of data and text. Design/methodology/approach Along with a review of the literature the authors carried out a brief survey of existing practices in the management of the raw data on which a thesis/dissertation is based. A questionnaire was sent to the members of the Networked Digital Library of Theses and Dissertations (NDLTD) and a number of other institutions. Findings Sixty percent of the respondents indicated that their institutions have research data management centres/services. Only in one institution is there a relationship between the ETD programme and the data management centre/service. In this instance, ETDs were previously housed on the Academic Computing Services servers. Most of the institutions have no policy on the stewardship of raw data of a thesis/dissertation, and raw data is only stored if provided by the author along with the full text. Other forms of data pose challenges to institutions, and they are investigating options for including other data such as artwork, datasets and recordings, that form part of the submission. Practical implications The paper will be a source of information to institutions considering embarking on the management of research data, especially that research data on which a thesis/dissertation is based. Originality/value The work draws attention to the need to collect research data of long term value. Such data may for example be utilised for the transfer of knowledge and skills by using postgraduate students to train less experienced students, using the archived/stored data without duplicating costly experiments, or for multiple projects based on the same or expanded datasets.Item A Policy Framework for the Digital Library(2013-03-07) Ubogu, FelixThe paper argues that it is essential that an institution has an appropriate policy framework in place in order to ensure the long-term success of its digital library programme and that institutions do not have to reinvent the wheel but can adapt policies already in use by other institutions. Information gathered on digital libraries and repositories shows that many repositories do not have appropriate policies with regard to Content, Preservation, Metadata Re-use and Data Re-use. A comparison of the policies also shows a wide degree of variation, particularly in terms of depth and breadth of coverage.
