dc.descriptionThe practice of national and organisational capacity- strengthening for monitoring and evaluation (M&E) is gaining momentum in the Global South. However, little is known about the design, effectiveness, and impact of these M&E capacity- strengthening initiatives. Adequate M&E capacity assists government officials, development managers, civil society organisations, and funding entities to improve project planning, facilitates progress, increases impact, and enhances learning (Segone, 2009). In addition, M&E capacity can identify what works, what does not work, and the reasons for each outcome. This report provides an overview of National Evaluation Capacity Development (NECD) across selected Anglophone African countries and provides recommendations on how to strengthen national evaluation capacities. The report is based on a study undertaken by the Centre for Learning on Evaluation and Results for Anglophone Africa (CLEAR-AA) which examined M&E systems capacity-strengthening approaches in Anglophone African countries and how the effectiveness of these approaches has been measured.en_ZA
