Abstract
Learnerships have been a popular strategy for the implementation of skills development in South Africa since 1998. Given the legacy of post-apartheid South Africa which included a gross shortage of skills and mass unemployment, learnerships were seen as a means of effectively addressing the situation to enable the nation chart a more positive way forward as they allowed participants to acquire both theoretical training and practical skills within a workplace environment. The implementation and impact of learnerships has however been chequered with some success as well as some failures across all SETAs including the Services Seta which is the largest SETA in the country’s economy. Despite the fact that multiple learnerships have been engaged in, there is no available official record of any study targeting the challenges in the delivery of learnerships in the Business Administration field of the services sector-a fact which underscores the importance of this research. Although learnership implementation in South Africa in general and the Services SETA in particular has recorded a lot of successes (including in the Business Administration field), stakeholders still grapple with several challenges during implementation which sometimes results in failure or only partial success. This research therefore aims to contribute to the existing body of knowledge around learnership delivery best practice by analysing why learnership programmes did not meet-up to their expected outcomes; identifying how implementation procedures and structures would enhance successful implementation of learnerships;and identifying learnership stakeholders, their roles and how their interelationships impact on learnership implementation, especially within the Business Administration field. Through a case study approach focused on Business Administration learnership at KLM empowered, this research explores stakeholder perceptions and provides further insight into the challenges encountered in the delivery of learnerships, with an emphasis on Business Administration learnerships within the Services sector. These findings will allow learnership stakeholders such as the Services Seta officials, Training and Workplace providers and Managers) to ensure a more efficient and effective approach towards learnership implementation within the service sector and in the Business Administration field in particular
