Abstract
The purpose of this study was to identify the factorS involved in the process of Human Resource policy formulation and implementation as well as to determine who the stakeholders are and to what extent they are consulted in the process. A further objective of this exploratory research was to gather empirical date that would serve as the basis for the development of a generic human resource policy formUlation and implementation model.
