The role of national LED policies and frameworks in enabling Ekurhuleni's LED strategy.

Abstract
In March 2005 the state published the “Guidelines for Implementing LED in South Africa” (Guidelines) and followed this up in September 2006 with the LED Policy Framework “Stimulating and Developing Sustainable Local Economies” (Framework). Both the Guidelines and the Framework was meant to assist local government with the development and implementation of their LED Strategies/Plans. This research report critically examines the relationship between the LED Strategy of the Ekurhuleni Metropolitan Municipality and the Guidelines and Framework as set out by National Government. It assesses to what extent these and other associated policies and guidelines facilitated the outcomes of the Ekurhuleni’s LED Strategy. It attempts to answer the question: To what extent has the outcomes of the LED Strategy of the Ekurhuleni Metropolitan Municipality been influenced by national government policies on LED? The theoretical framework of this research report is based on an examination of international and South African literature dealing, to some extent with development issues, but in the main with LED. Conceptually the research process was guided by i) the two globally emerging LED themes, ii) the main areas of implementation of LED and iii) the policies and guidelines on LED of the South African Government. The research findings indicate that the Ekurhuleni Metropolitan Municipality’s LED implementation process was actually fairly aligned to both the National LED Guideline and the National LED Framework. It emerged that the National LED Framework and Guideline was modelled on the Ekurhuleni Strategy. The Aerotropolis Strategy was the only action being implemented that did not really align itself to the Guideline or the `Framework other than to be seen as a “competitive advantage”
