    Chiefs in a Democracy: A Case Study of the 'New' Systems of Regulating Firewood Harvesting in Post-Apartheid South Africa

    Much of the international commons literature reveals a decreased functioning of local traditional institutions that regulate natural resource harvesting. In South Africa, it is believed that the creation of new democratic structures at the end of Apartheid has contributed significantly to the deterioration in traditional resource regulation and this in turn has led to the extensive resource degradation seen in parts of the country. Many of these assertions, though, remain anecdotal in nature. Given the high reliance by rural households on natural resources, and the serious negative implications that over-use has on livelihood security, understanding how well or poorly such commons are regulated is key to ensuring the sustainability of such resource-dependent populations. The aim of this study was therefore to examine systems of resource governance, focusing specifically on firewood, and to determine the roles of traditional and democratically elected community leaders in six rural villages spanning two chieftaincies in Bushbuckridge, South Africa. In each study village, five local leaders were interviewed and five community focus groups were conducted. Results indicate that most parties still regard the Chief as the ultimate authority for regulating firewood harvesting. However, overall firewood management appears weak, at best, across the region. Although some authors attribute this to community confusion over the roles of local leaders in a new democracy, we provide evidence that other socio-political factors, including political expediency, may be driving the increasingly relaxed implementation of these firewood management systems. With resource dependence remaining a vital contributor to livelihood security across the developing world and with many rural communities facing increasing strain under local resource depletion, these findings shed new light on the complex social dynamics underlying the widely reported weakening of traditional institutions in South Africa. In so doing, it offers insights into local firewood governance that can be used to combat these challenges and thereby reduce regional social and ecological vulnerability being experienced in communal landscapes across the region.

    'Skullduggery': Lions align and their mandibles rock!

    South Africa has legally exported substantial quantities of lion bones to Southeast Asia and China since 2008, apparently as part of the multinational trade substituting bones and body parts of other large cats for those of the tiger in wine and other health tonics. The legal sale of lion bones may mask an illegal trade, the size of which is only partially known. An observed component of the illegal trade is that quantities of skeletons are sometimes declared falsely/fraudulently on CITES export permits. Furthermore, there are emerging concerns that bones from tigers reared in captivity in South Africa and elsewhere are being laundered as lion bones using CITES Appendix II permits. There is therefore a need for tools to monitor the trade in lion body parts and to distinguish between lions and tigers. Our research indicates that it is possible to use skeletons, skulls and cranial sutures to detect misdeclarations in the lion bone trade. It is also possible to use the average mass of a lion skeleton to corroborate the numbers of skeletons declared on CITES permits, relative to the weight of the consolidated consignments stated on the air waybills. When the mass of consolidated consignments of skeletons destined for export was regressed against the number of skeletons in that consignment, there was a strong correlation between the variables (r2 = 0.992) that can be used as a predictor of the accuracy of a declaration on a CITES permit. Additionally, the skulls of lions and tigers differ: two cranial sutures of lions align and their mandibles rock when placed on a flat surface, whereas the cranial sutures of tigers are not aligned and their mandibles rest naturally on two contact points. These two morphological differences between the skulls of tigers and lions are easy to observe at a glance and provide a method for distinguishing between the species if illegal trade in the bones is suspected and the skulls are present. These identifications should ideally be confirmed by a DNA test to provide rigorous evidence to prosecute offenders violating CITES regulations.

    Application of maghemite nanoparticles as sorbents for the removal of Cu(II), Mn(II) and U(VI) ions from aqueous solution in acid mine drainage conditions.

    The adsorptive removal of Cu(II), Mn(II) and U(VI) by maghemite nanoparticles (NPs) was investigated under acid mine drainage (AMD) conditions to assess NP potential for remediating AMD-contaminated water. The effects of time, NP and metal concentration, as well as manganese and sulphate ions were quantified at pH 3. Adsorption of all three ions was rapid, and equilibrium was attained in 5 min or less. 56 % of Cu, 53 % of Mn and 49 % of U were adsorbed. In addition, adsorption efficiencies were enhanced by >= 10 % in the presence of manganese and sulphate ions, although Cu sorption was reduced in 1: 2 Cu-to-Mn solutions. Adsorption also increased with pH: 86 % Cu, 62 % Mn and 77 % U were removed from solution at pH 9 and increasing initial metal concentrations. Increasing NP concentrations did not, however, always increase metal removal. Kinetics data were best described by a pseudo-second-order model, implying chemisorption, while isotherm data were better fitted by the Freundlich model. Metal removal by NPs was then tested in AMD-contaminated surface and ground water. Removal efficiencies of up to 46 % for Cu and 54 % for Mn in surface water and 8 % for Cu and 50 % for Mn in ground water were achieved, confirming that maghemite NPs can be applied for the removal of these ions from AMD-contaminated waters. Notably, whereas sulphates may increase adsorption efficiencies, high Mn concentrations in AMD will likely inhibit Cu sorption.

    Biological and geophysical feedbacks with fire in the Earth system

    Roughly 3% of the Earth's land surface burns annually, representing a critical exchange of energy and matter between the land and atmosphere via combustion. Fires range from slow smouldering peat fires, to low-intensity surface fires, to intense crown fires, depending on vegetation structure, fuel moisture, prevailing climate, and weather conditions. While the links between biogeochemistry, climate and fire are widely studied within Earth system science, these relationships are also mediated by fuels-namely plants and their litter-that are the product of evolutionary and ecological processes. Fire is a powerful selective force and, over their evolutionary history, plants have evolved traits that both tolerate and promote fire numerous times and across diverse clades. Here we outline a conceptual framework of how plant traits determine the flammability of ecosystems and interact with climate and weather to influence fire regimes. We explore how these evolutionary and ecological processes scale to impact biogeochemical and Earth system processes. Finally, we outline several research challenges that, when resolved, will improve our understanding of the role of plant evolution in mediating the fire feedbacks driving Earth system processes. Understanding current patterns of fire and vegetation, as well as patterns of fire over geological time, requires research that incorporates evolutionary biology, ecology, biogeography, and the biogeosciences.

    The sixth World Flora Online Council meeting held in South Africa

    Biannual Council meetings are held with the aim of developing a World Flora Online (WFO) in response to Target 1 of the Global Strategy for Plant Conservation (2011-2020). Objectives: To report on the sixth WFO Council meeting held in Pretoria, South Africa, on November 2016. Method: A WFO Council meeting (preceded by Taxonomic and Technical Working Group meetings) was hosted by the South African National Biodiversity Institute in Pretoria. Results: Significant progress with the development of the WFO portal was made. Conclusion: The WFO portal will be launched at the International Botanical Congress in China in 2017.

    Excellent models for the study of evolutionary pro¬cesses are often provided by taxa that pose the greatest problems in systematics (Wolf, Soltis, and Soltis, 1991). Endemic plants provide a superb tool for studying the dynamic processes of speciation and evolution, particu¬larly island endemic plants (Ito and Ono, 1990; Aradya, Mueller-Dombois, and Ranker, 1991; Barrett, 1996). Ev¬idence of most evolutionary events that formed continen¬tal biota has been lost because such biota are so ancient (Carson, 1987). Complex patterns of variation may blur species boundaries and lead to taxonomic complexity.

    Body water conservation through selective brain cooling by the carotid rete: a physiological feature for surviving climate change?

    Some mammals have the ability to lower their hypothalamic temperature below that of carotid arterial blood temperature, a process termed selective brain cooling. Although the requisite anatomical structure that facilitates this physiological process, the carotid rete, is present in members of the Cetartiodactyla, Felidae and Canidae, the carotid rete is particularly well developed in the artiodactyls, e.g. antelopes, cattle, sheep and goats. First described in the domestic cat, the seemingly obvious function initially attributed to selective brain cooling was that of protecting the brain from thermal damage. However, hyperthermia is not a prerequisite for selective brain cooling, and selective brain cooling can be exhibited at all times of the day, even when carotid arterial blood temperature is relatively low. More recently, it has been shown that selective brain cooling functions primarily as a water-conservation mechanism, allowing artiodactyls to save more than half of their daily water requirements. Here, we argue that the evolutionary success of the artiodactyls may, in part, be attributed to the evolution of the carotid rete and the resulting ability to conserve body water during past environmental conditions, and we suggest that this group of mammals may therefore have a selective advantage in the hotter and drier conditions associated with current anthropogenic climate change. A better understanding of how selective brain cooling provides physiological plasticity to mammals in changing environments will improve our ability to predict their responses and to implement appropriate conservation measures.

    Carnivore conservation needs evidence based livestock protection

    Carnivore predation on livestock often leads people to retaliate. Persecution by humans has contributed strongly to global endangerment of carnivores. Preventing livestock losses would help to achieve three goals common to many human societies: preserve nature, protect animal welfare, and safeguard human livelihoods. Between 2016 and 2018, four independent reviews evaluated >40 years of research on lethal and nonlethal interventions for reducing predation on livestock. From 114 studies, we find a striking conclusion: scarce quantitative comparisons of interventions and scarce comparisons against experimental controls preclude strong inference about the effectiveness of methods. For wise investment of public resources in protecting livestock and carnivores, evidence of effectiveness should be a prerequisite to policy making or large-scale funding of any method or, at a minimum, should be measured during implementation. An appropriate evidence base is needed, and we recommend a coalition of scientists and managers be formed to establish and encourage use of consistent standards in future experimental evaluations.

    Elephant movement patterns in relation to human inhabitants in and around the Great Limpopo Transfrontier Park.

    The presence of humans and African elephants (Loxodonta africana) in the Great Limpopo Transfrontier Park can create situations of potential human–elephant conflict. Such conflict will likely be exacerbated as elephant and human populations increase, unless mitigation measures are put in place. In this study we analysed the movement patterns of 13 collared adult African elephants from the northern Kruger National Park over a period of eight years (2006–2014). We compared the occurrence and displacement rates of elephant bulls and cows around villages in the Limpopo National Park and northern border of the Kruger National Park across seasons and at different times of the day. Elephants occurred close to villages more often in the dry season than in the wet season, with bulls occurring more frequently around villages than cows. Both the bulls and the cows preferred to use areas close to villages from early evening to midnight, with the bulls moving closer to villages than the cows. These results suggest that elephants, especially the bulls, are moving through the studied villages in Mozambique and Zimbabwe at night and that these movements are most common during the drier months when resources are known to be scarce. Conservation implications: Elephants from the Kruger National Park are moving in close proximity to villages within the Great Limpopo Transfrontier Park. Resettlement of villages within and around the park should therefore be planned away from elephant seasonal routes to minimise conflict between humans and elephants.
