Abstract
ABSTRACT Employee turnover is a widely researched area as it has the potential to undermine the ability of organizations to perform optimally. Globally studies undertaken on employee turnover have tended to concentrate on the private sector, but government and other public sector institutions are not immune to this phenomenon. In 2004 the Public Service Commission compiled a report titled the Causes and Effects of Mobility in the Senior Management Service (SMS) and amongst Professional Staff in the Public Service. In the last five years (2007-2012), 31 senior managers have tendered their resignations at the Office of the Premier (OTP), Eastern Cape (EC). The aim of this research was to investigate the underlying reasons for the high level of turnover in the senior managerial ranks at the OTP, Eastern Cape. The research was qualitative. The literature review discussed sources of employee turnover, conceptual models and theories, retention strategies in the public and private sector. Secondary data was examined and interviews were conducted with senior managers who had resigned from the OTP between 2007 and 2012. In the research findings, the respondents reflected the OTP EC as an organization that, is beset with considerable leadership deficiencies, human resource management malpractices and lack of employee engagement, as underlying factors contributing to the turnover of senior managers at the OTP. Key recommendations and actions are proposed in response to the study’s findings.
