A major component of the required services is housing. As the economic hub and most densely populated part of South Africa, Gauteng was chosen as the area of focus. The purpose of this primarily qualitative study was to determine whether the use of an alternative strategic planning method, scenario planning, within the policy making environment of the Gauteng Housing department would inform and facilitate a better rate and quality of service delivery by that department. An encouraging finding of the research revealed that scenario planning is actually being used within the government sector, including the Gauteng Housing Department.
