Abstract
Post 1994, the contested area of traditional leadership has come to be the
heating debate. It is now a political, social and economic challenge. There has
been contestation on who has the power over service delivery at a local
sphere of government, between the traditional leaders and elected
councillors.
The study seeks to find out if traditional leaders have a role to play in
developing the community. It also serves to identify the factors that could be
the hindrance towards advancement of traditional leaders into being roleplayers
in development.
One of the findings of the research demonstrates that there are barriers
experienced by traditional leaders in the community. There are gaps that still
need to be filled between the Municipality and the structure of traditional
leadership. There is ever growing concerns about the lack of clear
communication lines and involvement of traditional leaders in decision-making
structures. It was also established that the issue of the role of the traditional
leaders not being clear poses a challenge not only to traditional leaders but
the community as well.
Findings of this study will assist municipality as well as the traditional leaders
in understanding the need for working hand in hand so as to bring positive
changes. This will be the springboard for the local sphere of government as
they deal with future development plans
