Assessing how e-government best practice can be applied in South Africa's public sector organisations to improve service delivery

Abstract
Service delivery is a major challenge for governments all around the world. In order to address this issue, governments around the world have adopted a variety of information and communication technology strategies that have led to e-government formation. In 2001, the South African government developed an e-government policy, which outlines the e-government implementation plan for public sector organisations. It was formed to improve government‟s responsiveness and availability to citizens, by offering service delivery by means of technology. Successful execution ensures that the government remains relevant to the end user. Best practices such as ensuring accessibility to the technology, education, collaboration, accountability and engagement with citizens are a winning formula in the implementation of a successful e-government framework The investigation into the successful execution of e-government was conducted within the City of Johannesburg to explore their current e-government strategies and recommend improvements or adjustments when compared with global best practices. The institutionalisation of routines related to the purposeful use of e-government appears to be highly dependent on existing routines and behaviours of public servants. Accountability within government should ensure all citizens have access to the electronic systems and education, and that citizens and public servants are engaged. This report determines and highlights the best practices and more that need to be implemented to be successful in e-government strategy and which could lead to successful e-government in South African public sector organisations.
